- Notice of Intent to Make a Sole Source Award. This is not a Request for Quote / Proposals. In accordance with FAR Part 5, the purpose of this notice is to advise industry that Army Contracting Command - Aberdeen Proving Ground (ACC-APG) is contemplating solicitation and award of a sole source action to IAP Worldwide Services, Inc. to provide Performance Based Logistics/Contractor Logistics Support (PBL/CLS) services for the fielded Biological Integrated Detection Systems/Joint Biological Point Detection Systems (BIDS/JBPDS), Joint Portal Shield (JPS) between March 2022 and January 2023. The Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Sensors (JPEO-CBRND) has a requirement for Performance Based Logistics/Contractor Logistics Support (PBL/CLS) services for the fielded Biological Integrated Detection Systems/Joint Biological Point Detection Systems (BIDS/JBPDS), Joint Portal Shield (JPS), in both Continental United States (CONUS) and Outside the Continental United States (OCONUS) to ensure operational availability and logistics response time requirements are met. The potential Period of Performance (PoP) is 15 March 2022 through 12 January 2023. IAP Worldwide Services, Inc. currently provides these services under Task Order W911SR-19-F-0024, which expires 14 March 2022. After completion of market research, the Contracting Officer has determined that a short-term sole source extension is appropriate in order to avoid a break in service, which would be likely to occur if this requirement were to be solicited under full and open competition.
