Description
The National Institutes of Health (NIH) is issuing this Sources Sought Notice (SSN) as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for HHS/ACF�s Office of Planning, Research, and Evaluation and Children�s Bureau. The result of this market research will contribute to determining the method of procurement. This is not a solicitation announcement. This is a sources sought notice only. This SSN is for Replication of Recovery and Reunification Interventions for Families-Impact Study (R3-Impact).� This is a follow on to Replication of Recovery and Reunification Interventions for Families (R3), contract number HHSP233201500069I.� The Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment for Patients and Communities Act (SUPPORT Patients and Communities Act; Public Law 115-271) authorizes funding for the replication of a recovery coaching intervention for families engaged in the child welfare system due to parental substance use disorders and to conduct a three-part evaluation. The evaluation must include (1) a pilot study, (2) an impact study that includes a random assignment and multiple follow-ups of participating families over 5 years, and (3) an implementation study that is conducted concurrently with the impact study. The purpose of this contract is to replicate at least one recovery coaching intervention and conduct a pilot study and the initial phases of the impact study and implementation study. This contract builds on work conducted in the Expanding Evidence on Replicable Recovery and Interventions for Families (R3) project, contract number HHSP233201500069I. Specifically, this Phase 2 project, the Replication of Recovery and Reunification Interventions for Families-Impact Study (R3-Impact), aims to satisfy some of the legislative requirements outlined in the SUPPORT Act by replicating a recovery coaching intervention and conducting the pilot study, implementation study, and initial phases of the impact study. The R3-Impact project has two primary goals. The first goal is to execute a rigorous impact evaluation on the replication of the recovery coaching intervention(s). The impact evaluation will be informed by the conduct of a pilot study and will add to what is known about the effectiveness of the intervention(s) in helping parents achieve positive recovery and reunification outcomes in the shorter term. The second goal is to execute an implementation evaluation that analyzes the processes for the pilot and impact studies and informs future replication and evaluation efforts. These goals encapsulate ACF�s interest in understanding whether recovery coaching interventions yield successful parental SUD recovery and permanency outcomes[1], and if so, whether the potential exists to scale the recovery coaching intervention(s) for the benefit of more affected families. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification (e.g., service-disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to the applicable North American Industry Classification System (NAICS) code for this acquisition, which will be 541611.� In addition, the SSN seeks general pricing information. Responses should include a capability statement, as well as a separate pricing attachment.� The capability statement and pricing information must be submitted as two (2) separate documents. Capability statement: The capability statement/document should include up to three (3) customer references to which you have provided similar services. Responses should also include company name, address, point of contact and answers to the following questions: (1) Is this product or service available under a federal supply schedule (GSA)? If yes, please provide the contract number. (2) Do you manufacture or directly provide these services? 3) Is your business large or small? If your business is small please indicate if your business is also certified in a subcategory for small business i.e. service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantaged business, or woman-owned business.� In addition, standard brochures and/or paraphrasing of the SOW will not be considered a sufficient response to this notice. Pricing:� Provide a general pricing or cost breakdown.� Pricing is only meant to be included as an estimate or cost range.� The pricing estimate will in no way constitute an actual quote, and is only meant to aid in developing market research cost estimates.� Detailed pricing breakdowns are not expected, or required.� The pricing estimate should be included as a separate document from the capability statement. The Government will evaluate market information to ascertain potential market capacity to: (1) provide similar services consistent in scope and complexity; (2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar tasks; and (3) implement a successful project management plan that includes: compliance with schedule requirements, cost containment, hiring and retaining personnel, and risk mitigation; (4) identify any potentially significant organizational conflicts of interest; and (5) any comments and/or concerns regarding the subject prospective procurement. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL OR DISADVANTAGED BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION.� Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to organizations regarding their submission in response to this notice. SUBMISSION INSTRUCTIONS: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice, of NO MORE THAN 10 single-sided pages (including both the pricing statement, and capability statement), by 3:00 PM ET on February 8, 2022.� All responses under this Sources Sought Notice must be emailed to Kathleen M. Kathman, Contracting Officer at kathmank@od.nih.gov. ��To reiterate, this notice is to assist the NIH with market research. A solicitation is not currently available. If/When a solicitation is issued, it will be announced at a later date. [1] According to the Title IV-E Prevention Services Clearinghouse, permanency outcomes include �the permanency and stability of a child�s living situation (in-home or in foster care) and continuity and preservation of family relationships and connections.� Reunification is one form of an in-home permanency outcome for families that experience child removals.
