Construction Acquisition - Industry Day and Feedback Request Department of Veterans Affairs (DVA) VA Portland Health Care System (VAPORHCS) Seismic Retrofit & Renovation 1. General. This is a SPECIAL NOTICE and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. 2. Notice Details. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) is hosting an industry day and seeking industry input as it evaluates project construction risks, industry capabilities, and strategies for the proposed Department of Veterans Affairs (DVA) VA Portland VA Medical Center (PVAMC) Seismic Retrofit & Renovation � Phase 1. The North American Industrial Classification Code (NAICS) for this potential requirement would be 236220 � Commercial and Institutional Building Construction. The related Small Business Administration size standard is $39.5M. 3. Project Site Background/Scope. All construction efforts are to take place on the existing Portland VA Medical Center (PVAMC) campus in Portland, Oregon. PVAMC is located on Marquam Hill adjacent to Oregon Health and Sciences University (OHSU). The property address is 3710 SW U.S. Veterans Hospital Road, Portland OR 97239. The PVAMC is an acute care medical facility in Portland, Oregon. Opened in 1929, the original hospital was replaced in the early 1980s and currently has a capacity of up to 478 beds. PVAMC�s campus is connected to OHSU�s campus via a large sky bridge tying into PVAMC�s Building 100. Services provided by PVAMC include primary care, radiology, speech and language pathology, social work, prosthetics, rehabilitation, emergency care, pharmacy services, laboratory services, and more. The acute care medical center is accredited by The Joint Commission and serves approximately 80,000 visitors annually. The 128-foot tall main building (Building 100) has nine (9) above-ground stories as well as a penthouse and two (2) underground floors. The steel and concrete high-rise building has a total of 684,985 square feet of space. Overall, the campus has 1,532,254 square feet of space sited on 30 acres of property donated by OHSU to the VA. This impetus for the project is to address known structural seismic condition gaps by seismically retrofitting the structures of Building 100 (main hospital building), Building 101 (research and administration) and Building 102 (underground parking garage with upper level plaza which creates the roadway and primary point of egress into Buildings 100,101, 103 and 104). The fa�ades of Buildings 100 and 101 have also been determined to be seismically deficient and will be replaced. The scope of work for this phase (Phase 1) of the program focuses on the expansion of parking capacity on campus. More specifically, it requires: Adding two (2) new parking levels (levels 5 & 6; 151 net new parking spaces) to existing steel-framed staff parking structure. Seismic upgrade of the existing structure Anti-harm protection upgrades Fire protection upgrades on Levels 1 & 2 (including water main installation) Installation of new HVAC system on Levels 1 & 2 Stormwater infrastructure improvements Anticipated period of performance:� CENWP anticipates advertisement in May 2022 and award in SEP 2022. The Period of Performance is anticipated to conclude on/about end of calendar year 2023/early 2024. Estimated Construction Cost (ECC):� The current ECC, escalated to the midpoint of construction and excluding contingency is between $10,000,000 and $25,000,000. 4. Path Forward. CENWP is soliciting feedback from industry as part of our market research efforts associated with development of the upcoming solicitation. CENWP has identified the following constraints that could be associated with this project: Tower Crane Installation Location and Swing Limitations Constrained area for material staging and laydown Constrained access for material delivery and haul routes Limitations to parking areas that may be impacted at any time during construction Potential requirement for the Contractor to provide off-campus parking & shuttling services for Portland VA staff during periods of heavy parking impacts Multiple permits that must be obtained to proceed with construction Maintaining PVAMC hospital operations and minimizing facility disruptions during construction, including the nearby Children�s Daycare 5. Acquisition Strategy Methods and Considerations. CENWP anticipates awarding a single firm fixed price construction contract. 6. Communications with Industry. CENWP is interested in feedback from responsible firms. Firms must follow the submission instructions below to be invited to a one-hour virtual project overview presentation. Please be advised that questions and discussion will not be permitted during the one-hour virtual project overview presentation. CENWP will host a one-hour virtual project overview presentation on Monday, 07 FEB 2022. Responsible firms will be provided a link to the virtual project overview presentation. Following the presentation, the government requests that each firm provide written responses that addresses the firm's capabilities, sharing lessons learned from projects of similar size and scope, and any additional information or recommendations.� These responses will be considered for use in solicitation development.����������� 7. Submission Instructions. To be invited to the virtual project overview presentation, interested responsible parties must contact the POC listed on this announcement via email, in the following format: SUBJECT:� Industry Day - VAPORHCS Seismic Retrofit & Renovation Project CONTENT:� Firm name, CAGE code and bonding capabilities. POCs: �Kristina.K.Morrow@usace.army.mil and Nicole.A.Adams@usace.army.mil RESPONSE DUE DATE/TIME: All responses are due to the POCs on or before 1200 Pacific Standard Time on Thursday, 03 FEB 2022. Responses received after this date/time will not be invited to the one-hour virtual project overview presentation. 8. Request for Feedback: Following the Industry Day, the government requests contractors provide written responses (limited to ten (10) pages) to the government via email on/before 1200 Pacific Standard Time on Thursday, 10 FEB 2022. Written responses shall address the following: Firm's name, address, point of contact, phone number, e-mail address, CAGE & DUNS numbers, and Construction Bonding Level per contract; A summary of any projects the contractor has performed and deems of similar complexity and with similar features, scope, and magnitude ($10M to $25M) within the past twelve (12) years; A summary of the firm�s experience delivering construction projects on a constrained project site while maintaining access for customers and end-users; A summary of the firm�s experience in installing buckling-restrained-bracing as a seismic stability solution on vertical structures; A summary of the firm�s experience, if any, in expansion of existing structures, especially vertical expansion; A summary of the firm�s experience proposing on Best Value-Trade Off solicitations with the US government (and in particular, USACE), with any recommendations relative to prior experience with technical evaluation factors. The firm�s interest in proposing/bidding on the requirement; any questions, recommendations, or concerns the firm has which may influence solicitation requirements, solicitation evaluation criteria or risk reduction strategies.
