Description
NOTICE OF INTENT FOR PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Network Contracting Office (NCO) 2, James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Varian Medical System, Inc. Varian Medical Systems, Inc originally submitted a proposal for site support to the turnkey VARIAN True Beam Linear Accelerator located in Building 100 at the James J. Peters VA Medical Center. Varian will be responsible for all site construction work. and their Architect/Engineer to develop complete construction drawings for the project. The remaining 20% design and construction services is what will be awarded to Varian Medical Systems, Inc to support the successful coordination, installation and completion of the project. Place of performance: Department of Veterans Affairs, James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx NY 10468-3904. Period of Performance: The period of performance is 90 Calendar Days from Notice to Proceed date. This notice of intent is not a request for proposals; interested parties may express their interest by providing a capabilities statement no later than Tuesday, February 1, 2022 at 2:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after Tuesday, February 1, 2022 at 2:00 PM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Varian Medical Systems, Inc. The government believes Statement of Work below cannot be provided by another firm within a timely and practical manner. The government believes that it would be highly unusual for another design professional to take on the responsibilities, which are generally incidental to an overall agreement for preparation of plans and specification. This notice of intent to award a sole source contract is not a request for competitive proposal. There will be no solicitation available for competitive proposal. Phone calls will not be accepted. A determination as to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Scope of Work SCOPE OF WORK DESIGN (A/E) SERVICES 526-CSI-131 Site Support for Linear Accelerator I. GENERAL SCOPE This project will provide professional A/E design and general construction services (site support) required to renovate approximately 800 SF of existing space; located in Area GD Linac Vault 2 Bldg 100 This renovation will support the installation (through additional requirements) of a VARIAN True Beam Linear Accelerator awarded under Equipment PO: 526-B80240/ Turnkey PO: 526-B11022 Term: 90 Calendar Days Design work will include: [Ref: Department of Veteran Affairs Surgical and Endovascular Services Design Guide] Architectural Analysis/design most notably functionality of main operations area and clinical center planetree upgrades. HVAC Analysis/design most notably heat load analysis of equipment Plumbing Analysis/design most notably adequate supply loads and medical gas installation. Electrical Analysis/design most notably equipment loads. Structural and Seismic Analysis/design Design/Build Services should adhere to all needs regarding specialize design in this area including methods of work to assure the continued operation of medical center radiology department. The design/build services will include various phases of design starting with a site survey and design analysis and following through with working drawings and construction specifications. A cost estimate shall be required with the final documentation. A. The design shall address the need for special protective construction (Pre-construction risk assessments) and methods of work to assure the continued operation of medical center. B. The design shall develop an appropriate phasing and coordination plan for the construction of the project to continue the normal operation of the medical center and assure the safety of patients, visitors, and employees during all construction. Design/Build Services should also adhere to all needs regarding specialize construction in this area including methods of work to assure the successful installation of the VARIAN True Beam Linear Accelerator Division 0: Architectural/Engineering Services 1. Development of Architectural and Engineering drawings for Customer Review & Approval. After approval, these Design Development drawings will be transitioned into the final Construction Drawings/Documents used to obtain all appropriate permits/approvals for construction, including ADA accessibility review, and subsequent construction work. Every effort must be made to minimize the impact to the ongoing department operations. Additional Design Notes: Preliminary Design and Analysis A. Preliminary drawings for construction projects are a means of identifying alternative approaches to correcting physical and functional deficiencies. The development of these drawings is an interactive process between VA staff and the Design Firm in order to produce a narrative and graphical description of possible program alternatives. As appropriate, the VA will make available prior to contract negotiations a tentative priority list of functional areas which may be included in the project, and a statement task. B. Preliminary Meeting: Prior to beginning any design work, a preliminary meeting will be conducted between the A/E Firm and VA staff. At this stage, the scope of work will be finalized and agreed to by all VA services involved in this project. At this point the A/E Firm will have surveyed the existing facility to verify all existing conditions and become familiar with all deficiencies that need to be corrected. The A/E Firm will write a summary of the meeting and submit it to the Contracting Officer for distribution and approval by the appropriate staff. C. The Design Firm in collaboration with VA staff, will illustrate in sketch form various possible program alternatives and refine them based on continuing interaction with the VA project team. The Design Firm will then complete and present alternative solutions which are functionally and architecturally viable for consideration. The VA will select the final concept and subsequently identify the approved scope to be developed in the second submission (100%) review stage. The first review shall include the following: 1. Drawings shall be completed to the extent the following is shown: a. Demolition work required for each area. 2. Provide a design analysis that will evaluate for the Bronx VAMC: a. Preliminary Phasing Analysis. b. Preliminary Impact Analysis c. Preliminary Recommendations/Solutions. d. Review of applicable Codes. e. 1/4 or 1/2-inch scale drawings (typical). E. Final Project Review - 100% Completed Design1. The 100% phase involves the production of complete drawings, specifications, and other documents necessary for the bidding and construction of the project. Also included at this phase are the final detailed cost estimate, the final phasing plan and the construction schedule. 2. It is the A/E Firm's responsibility to provide a quality set of documents. Related documents shall be complete, fully coordinated and ready for reproduction for contract. 4. The A/E Firm shall deliver the 100% drawings to the Project Manager for signature, after the previous review comments are incorporated and the contract drawings have been approved. The contract drawings shall bear the seal of the Registered Architect and Professional Engineer responsible for the design. End of Notice
