- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst in support of the Prototype, Manufacturing, and Test Division is seeking sources that can provide six (6) Improved Low Loss Launch Valve Bodies (ILLLV) (P/N 626769-1) in FY 22, and additional options for six (6) in FY 23, and two additional options of two (2) in FY24. The Contractor shall meet all technical and quality assurance requirements detailed in the drawings listed below as well as the Technical Data Requirements (TDR) 21-17034 and (Quality Management 1006) QM1006. Drawing 626769 Revision A: Valve Body Assembly Drawing 416510 Revision G: Inlet Flange Drawing 416511 Revision H: Outlet Flange Drawing 614566 Revision G: Valve Body Drawing 622422 Revision E: Valve Body Weldment The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1.� The ILLLV Body is a designated Aircraft Launch and Recovery critical safety item (CSI).� Public Law 108-136 Section 802 Paragraph 8(2) states, �The head of the contracting activity for an aviation CSI enter into a contract for the procurement, modification, repair, or overhaul of such item only with a source approved by the design control activity in accordance with section 2319 of Title 10, United States Code.""� Technical Data Requirements 21-17034 regarding the procurement of the ILLLV Body identifies only one approved source, PCC in York, PA.� In order to award to any other company than Precision Custom Components LLC, an engineering and quality assurance audit would need to be performed on an interested company.� The audit process generally takes twelve (12) months, which is an unacceptable delay to contract award and delivery.� All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement.� A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.� Responses must be received within 15 days of publication of this notice.� �
