- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price contract to include one (1) twelve-month base period and four (4) twelve-month option periods with Tri-Tech Forensics, Inc., for the purpose of procuring BODE DNA Collection Kits. Based on market research, it has been determined that this procurement action can be facilitated only with Tri-Tech Forensics, Inc., wherein Tri-Tech Forensics, Inc. is a BODE authorized reseller of BODE DNA Collection Products and is currently the only authorized reseller of the specific Custom BODE Buccal DNA Collector required by the FBI. The kit must be packaged in a tamper resistant/tamper evident, self-adhesive envelope/package and contain the following items: Return Envelope/Package that complies with the United States Postal Service for a business reply mail (BRM) account set-up by the FBI. Gloves, Large, One (1) Pair, Nitrile One (1) Pre-inked fingerprint pad, Two (2) Clean wipes (for ink removal) One properly color-printed Personally Identifiable Information (PII) Data form approved by the FBI One (1) Agency Code Information Sheet approved by the FBI One BODE DNA Buccal (Non-Transfer) Collection Device � Transfer devices will not be considered for the requirement. BODE non-transfer collection device has proven to have a 90% first run success rate. One (1) Self-adhesive envelope to allow for the drying of the collection device,and contains a desiccant. One (1) Instruction sheet for buccal collection approved by the FBI One (1) Custom archival cassette should be provided separate from the collection kit. The archival cassette shall be approximately 2 7/8 in long by 2 1/4 in wide with a punch window of approximately 1 1/8 inch by 1/2 inch and compatible with the BSD 600 (Duet/Plus/Ascent) punch instruments. The archival cassette must be able to secure the sample for processing, with appropriate adhesive application. The Outer Kit Envelope, Return Envelope, Collection Device and PII Data form must be labeled with a unique barcode serial number. All bar codes within an individual kit must match. This notice will be distributed solely through the SAM.gov website (www.SAM.gov).� Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition.� The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 � Analytical Laboratory Instrument Manufacturing; the size standard is 1,000 employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Nell Hitchye via e-mail only at elhitchye@fbi.gov, no later than 3:00 P.M., (Central) on Monday, 7 February 2022.� Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts.� The FBI utilizes a financial system that has a direct interface with the SAM.� Please ensure that your company�s SAM information is updated and accurate.� This includes: TIN, EFT, DUNs, addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization. *Justification for Other Than Full and Open Competition available upon request.*
