- Naval Air Systems Command (NAVAIR) intends to award a modification under an existing Delivery Order N00019-21-F-0070 under sole source Basic Ordering Agreement N00019-20-G-0009 to Maritime Surveillance Associates (MSA) for development of a Multistatic Active Coherent Enhancements (MAC-E) post flight analysis tool and modifications to the Global Reconstruction Analysis and Measurement System (GRAMS) software suite. GRAMS is certified by the Office of Naval Intelligence (ONI) and used to determine Sound Pressure Level (SPL) of signals radiated by threat of submarines, surface ships, and weapons.� The effort includes the development of a Tactical Situation Display (TSD) that will interface with the P-8A Acoustic Operational Flight Product (AOFP) and function as a surrogate for P-8A Tactical Open Mission System (TOMS). This combined product will be referred to as the MAC-E PFA suite and will be utilized in lab spaces, provided to TACMOBILE for TACMASS integration and as a potential training device to be included in the P-8 Integration Training Centers (ITC).� Additionally, the GRAMS TSD and Programmable Entry Panel (PEP) will be modified to interface with the P-8A AOFP in a Review Mode state with the MAC-E system. �Additional support will be required to develop and test prior to final product delivery in each phase and provide corrections of deficiencies found during Government integration and test, to support MAC-E via Mighty Orion and Increment 3 Block 2 program. NAVAIR intends to negotiate and award this modification utilizing other than full and open competition pursuant to the authority 10 U.S.C. 2034(c)(1) and FAR 6.302-1, �Only One Responsible Source and No Other Type of Suppliers or Services will Satisfy Agency Requirements�.� Companies interested in subcontracting opportunities should contact MSA at 39 Peterson Lane, Brunswick, MA� 04011. This notice of intent is not a request for competitive proposals.� Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
