- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Items,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document is provided. This solicitation is issued as an RFQ. �The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-01 (dated 12/06/2021). This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127. TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: This solicitation is being issued as tiered evaluation with the following tiers: (1) SDVOSB concerns, (2)�VOSB concerns, (3) small business concerns with HUBZone small business concerns�and 8(a) participants having priority; and (4) large business concerns. If award cannot be�made, the solicitation will be cancelled, and the requirement resolicited. The associated North American Industrial Classification System (NAICS) code for this procurement is 812331, with a small business size standard of $35 Million. The FSC/PSC is S209. The� Department of Veterans Affairs, Network Contracting Office 2 (James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx NY 10468-3904) is seeking to purchase Linen Processing Services for the Department of Veterans Affairs, New York Harbor Healthcare System ,Textile Care Processing Facility (179-00 Linden Blvd, Jamaica NY 11434-1468). All interested companies shall provide quotations for the Line Items identified in the Solicitation 36C24222Q0291 at section B.4. See section B.2 for the Performance Work Statement. All clauses are provided in the Solicitation 36C24222Q0291 at section C. All provisions are provided in the Solicitation 36C24222Q0291 at section E. All quoters shall submit the following: 1. A technical plan (see section E.1 52.212-1 INSTRUCTIONS TO OFFERORS, paragraph b(4) for specific instructions) 2. Past performance information (see section E.1 52.212-1 INSTRUCTIONS TO OFFERORS, paragraph b(10) for additional information; questionnaire provided at section D.5) 3. A completed Price/Cost Schedule see section E.1 52.212-1 INSTRUCTIONS TO OFFERORS, paragraph b(6) for specific instructions and section D.6) 4. Completed and signed Limitation on Subcontracting Certificate of Compliance (see section E.1 52.212-1 INSTRUCTIONS TO OFFERORS, paragraph b(12) and section D.7) All quotes shall be sent to the Network Contracting Office 2 Contracting Officer, Brad Mills, at email William.Mills4@va.gov. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13.� Comparative evaluation is the side-by-side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. Options will be evaluated at time of award. See Solicitation 36C24222Q0291 at section E.6 52.212-2 EVALUATION�COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) for the decision factors. The award will be made to the response most advantageous to the Government.�Responses should contain your best terms, conditions. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
