- This notice is a request for information, for market research purposes only.� No solicitation is being issued at this time. The 411th Contracting Support Brigade (CSB), Regional Contracting Office (RCO) at Osan Air Base, Republic of Korea is seeking sources capable of providing�Stray Cat Removal�Services�in accordance with Republic of Korea (ROK) ""South Korea"" laws. Interested suppliers are encouraged to submit documents which state their capabilities to support such a requirement. Title: �Permanent Removal and Disposition of Feral Animals Captured from Osan Air Base The 51 Civil Engineer Squadron (CES) is hereby soliciting information from potential sources for the permanent removal and disposition of all feral animals captured by the Pest Management shop on Osan Air Base in the Republic of Korea (ROK) during 2022.� The 51 CES is seeking capability statements from all interested parties.� � DESCRIPTION OF SERVICES. �Provide all management, licenses, tools, supplies, equipment, transportation, services, and labor to ensure the proper removal and disposition of all feral animals captured by the 51 CES at Osan Air Base, ROK in accordance with host nation laws. �Establish a single fixed fee per animal received that shall include the total cost of transportation, neutering, euthanasia, and disposal of carcass services. �Hold the captured animal for 72 hours to allow for potential owners to claim. Determine: � a.�� �If the feral animal will be neutered and released. �The animal will NOT be released within a 16 kilometer (10 mile) radius from the base perimeter. � b.�� �If the animal will be euthanized. �The contractor will euthanize the animal and dispose of the carcass in accordance with ROK laws. ANIMAL EXCHANGE LOCATION. �[redacted] Visitor Center parking lot (off-base), Osan Air Base. �51 CES personnel will transport the captured animal off-base to the animal exchange location, where the contractor will assume ownership of the captured animal by transferring the animal to a contractor-owned cage.� HOURS OF OPERATIONS. �Respond to the animal exchange location within 2 hours after notification of an animal removal request between 1000-1600 hours, Monday � Friday. � � ESTIMATED WORKLOAD. �Approximately 5-15 feral cats per month. Rarely, contractor may be required to collect feral dogs or other species (1-2 per year). Contractor will not be required to collect animals suspected of having rabies or with severe injuries. SECURITY REQUIREMENTS. �No base access required. �51 CES personnel will transport the captured animal off-base to the animal exchange location.� SPECIAL QUALIFICATIONS. �Obtain the necessary licensed personnel to support this contract such as veterinary services for neutering and euthanasia.� SAFETY. �The contractor will ensure all personnel handling feral cats are properly vaccinated and have the appropriate Personal Protective Equipment (PPE) to handle feral animals safely. TERM. �12 months
