Sources Sought Only � Contractor for Instructional Services Special Operations Combatives Program (SOCP) Regional Counterdrug Training Academy (RCTA)-Naval Air Station, Meridian, MS Mississippi National Guard Solicitation Number: W9127Q-22-R-0002 Agency: Department of the Army Office: National Guard Bureau Location: USPFO for Mississippi This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used by the Mississippi National Guard to facilitate the decision making process for an anticipated requirement. The intent of the Synopsis is to identify potential qualified U.S. owned businesses, including size and status, which could meet the described need. The Sources Sought Synopsis is one facet in the overall market research conducted by the Government in regards to whether the proposed solicitation will be issued as a competitive set-aside. No procurement strategy will be determined based solely on the information received in response to this Sources Sought Synopsis. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposals and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of this market research. The RCTA is one of five (5) National Guard Counterdrug training programs that provides curriculum specific focus on counter narcotics and counter transnational organized crime (CTOC). RCTA provides courses that support National Drug Control Strategies and impact the performance of federal, state, and local law enforcement agencies (LEA), community-based organizations (CBO), and military professionals. Course curriculums focus on illicit narcotics interdiction, disruption of drug trafficking organizations, intelligence and analysis, narco-terrorism, homeland security, civil operations, and anti-drug coalition fundamentals. Courses are designed to support the national security objectives of the DASD-CN, Office of National Drug Control Policy (ONDCP), National Northern Border, National Southwest Border, and the Caribbean Border Counter Narcotics Strategies. RCTA supports federal, state, and local agencies with current and relevant training maximized by the experiences of top subject matter experts in their field. Current curriculum includes Officer Survival Tactics (OST) and Tactical Arrest and Control Procedures (TACP). OST procedures increase officer survivability in high-risk scenarios such as surprise attack encounters, survival and escape strategies, weapon retention techniques, and arrest and control procedures. TACP focuses on the less than lethal options for law enforcement officers when encountering high risk scenarios. As build-on to the OST and TACP curriculums, RCTA is adding a third tier of training for high-risk scenarios for Special Operations Combatives Program (SOCP). SOCP is the designated combatives program for all U.S. Army Special Operations Forces. It is the standard program for fighting in combat kits or duty gear with weaponry. The tactics, techniques, and procedures learned in SOCP increase police officer survivability in a highly elevated risk environment. SOCP is a realism based, task-specific system designed to bridge gaps between foundational training and the unique threats faced by the modern day soldier and police officer. A key component to this potential requirement is the need for a contractor with the skills, knowledge, training, education, and experience to provide students instructor-level competence. In addition to learning tactics and techniques, RCTA anticipates students will also receive training and instruction at a competency level that will qualify and enable SOCP students to instruct and competently direct force-on-force scenarios and drills at their local unit or jurisdiction. The unique ability for an SOCP instructor to provide a level of tailored training to qualify students to teach and instruct others in decision making skills in high stress situations should be addressed in response to this Sources Sought Notice. RCTA anticipates an eighty (80) hour course of�instruction over ten (10) days. The target audience is approximately twenty (20) federal, state, local, or tribal law enforcement and/or military personnel.
