This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. This RFI is for planning purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government�s use of such information. The Government reserves the right to reject, in whole or in part, any contractor�s input resulting from this RFI. Responses to this RFI will not be returned. Whatever information is provided in response to this RFI may be used to assess tradeoffs and alternatives available for future needs. The information provided may be utilized by the US Forest Service in developing its acquisition strategy and in its Statement of Objective, Statement of Work, and/or Performance Specifications. The information resulting from this RFI may be included or combined with other submissions in one or more options considered in the analysis of alternatives. Any proprietary information that is submitted may be used in establishing requirements of the future system but specific information will be safeguarded as proprietary. Development Ave. Boise, ID 83705 Primary Point of Contact: Curtis Smith Contracting Officer curtis.smith2@usda.gov 208-387-5689 Description: �The purpose of this announcement is to obtain market research regarding interested vendors/contractors who are capable of providing two fuel trucks with operators to be located at Hill Airtanker Base (ATB), on Hill Air Force Base (HAFB), Utah, during an annual Mandatory Availability Period (MAP) and perform fueling services for firefighting airtankers as required. COMPONENTS OF WORK A.�� �Two on-call fuel trucks with operators to be located at ATB during the MAP of June 1st, thru October 31st, between the hours of 0600-2200 hours. Minimum Truck Requirements: Truck�� �Dispensing Method�� �Minimum Tank Size #1�� �Single Point 250 GPM �and Over the wing 20 GPM�� �5,000 #2�� �Single Point 250 GPM ��� �5,000 The fuel trucks and tanks must be Department of Transportation (DOT) approved to be driven on federal, state, or county roads. �The fuel truck and tank must also be carded through the Forest Service and be registered at HAFB. B.�� �The service required is the fueling of firefighting airtankers at ATB, located on HAFB. The aircraft include the following:� a.�� �RJ-85,� b.�� �BAE 146,� c.�� �C-130,� d.�� �737,� e.�� �AT-802,� f.�� �MD-87, and� g.�� �DC-10. C.�� �The average amount of fuel is 5,600 gallons per day, but it can vary from 200 gallon to 12,000 gallons per day. Fuel to be purchased by the individual airtanker vendors using an AIR card as payment. The required order of precedence for purchasing fuel for resale to the vendors is: a.�� �Directly from the military, then b.�� �DLA contract fuel vendors, and finally c.�� �Fuel vendor that is not a DLA contract but will accept the AIR Card as payment. D.�� �Operator Requirements: a.�� �Attend a 1 (one) day flight line driver�s course and acquire a Flight Line Driver�s License, b.�� �Obtain an HAFB contractor ID and HAFB Controlled Area Card. This process requires a favorably adjudicated background investigation.� REQUESTED INFORMATION: Vendors/contractors who respond to this Request for Information (RFI) are requested to provide all of the following information in writing and in accordance with the directions below: Company Information: 1.�� �Company name 2.�� �Company mailing address 3.�� �Company point of contact (name & title) 4.�� �Point of contact�s telephone numbers and email address 5.�� �Company�s size standard for the NAICS information provided above Cost Information: All interested vendors/contractors shall provide a Rough Order of Magnitude (ROM) that includes the following costs: ��� �Daily Onsight availability for the MAP Period ��� �Any additional pricing structure for each fueling operation performed, if applicable. Provide an overview of: ��� �Description of capability to perform services as described above. ��� �Past Performance/experience on contracts of similar scopes of work, describing no more than three (3) contracts (or specific task orders) completed within the past five years of the issue date of this RFI. The past performance information shall include, scope of work, total contract dollar value and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address).� Note: You may provide any other pertinent information that may contribute to efficiencies related to this RFI that will assist the Government in developing specifications for future solicitations.�
