Description
Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific Islands requires cleaning and servicing of the Fuel Oil and Engine Oil tanks on the NOAA ship Oscar Sette. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN0000-22-00531 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-01. (iv) The NAICS code for this acquisition is 336611, Ship Building and Repairing, with a small business size of 1,250 Employees. This procurement is set aside for small businesses. (v) Line items are as follows: CLIN 1: Enter, pressure wash, de-scale, and pump out contaminants including residual fuel, water sludge, and debris in the twelve (12) fuel-oil and two (2) engine oil tanks aboard the ship. Tanks will need to be certified gas-free and re-sealed upon completion of the cleaning. (vi) Description of requirements for the items to be acquired:� The NOAA ship Oscar Sette requires the cleaning, debriding, descaling, pressure-washing, and pump-out (of contaminants) of the twelve (12) fuel-oil and two (2) engine oil tanks on the ship. Offerors will need to be certified for tank entry and be able to affect tank cleaning operations in a marine vessel environment. All contaminants including sludge, debris, residual fuel, and grit will need to be disposed of by the offeror. All units shall be inspected for cleanliness vessel�s Chief CME and Port Engineer prior to re-sealing. Specifications for service are listed in the Statement of Work. The engine oil tanks currently hold approx. 96,000 gallons of diesel and 125 gallons of engine oil � Offerors can quote the removal, filtration, and storage of the fuel-oil and engine oil, or just quote the tank cleaning, re-sealing, and disposal of debris services (The agency is currently seeking options to deal with the fuel, including selling the fuel back to the Department of the Navy, or removing and storing it in other agency facilities). (vii) Vendors will need to be authorized/capable of entering, cleaning, and working in fuel tanks in a maritime environment. (viii) Date(s) and place(s) of delivery and acceptance.
