- The Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), Office of Communications and Public Liaison (OCPL) plans to procure, on a sole source basis, an enterprise-wide subscription for access to The Cancer Letter publication from: Cancer Letter Inc, 3821 Woodley Rd NW Washington, DC 20016-3701 The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1), and in accordance with FAR 13.501; and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 519130 (Internet Publishing and Broadcasting and Web Search Portals) and the small business size standard is 1,000 employees. The Cancer Letter Inc. is a small-disadvantaged business offering a highly unique weekly professional publication focusing on cancer research called �The Cancer Letter�. To NCI�s knowledge, The Cancer Letter is a widely read publication among cancer researchers across the country. It covers a plethora of news, activities and personnel movements that relate to the 71 NCI-designated cancer centers, numerous other entities that conduct NCI-funded research, and to a wealth of public and private sources that work with NCI on cancer research, some as grantees and others through CRADAs (Cooperative Research andDevelopment Agreements.) In addition to the vast and detailed coverage of the cancer research industry, The Cancer Letter provides enterprise-wide access to organizations, ensuring timely access to information on discoveries related to cancer research and clinical trials, as well as information on other developments of cancer therapies, cancer research funding, health care finance, legislation and policy that impacts NCI�s work and overall mission. Finally, The Cancer Letter is currently one of the longest-running oncology news publications. As such, the publication has developed an invaluable archive of historical content. Access to this archive is included with subscriptions, thus providing users access to an extensive amount of in valuable information pertaining to their research, treatments, and daily work. As well as information pertaining to historical governmental spending, legislation, and past research efforts. Based on the vast experience from the Cancer Letter, Inc., the possession of invaluable archive historical content on cancer related activities and how subject matter are covered in its publications, means no other vendor can provide the same coverage of Governmental topics pertaining to cancer research. Thus, The Cancer Letter publication is highly unique, and to NCI�s knowledge, there is no other vendor who can provide publication services as defined in the attached Statement of Work (SOW).� The anticipated award will be a Firm-Fixed-Price Purchase Order for severable services, with an anticipated Period of Performance of 12 Months from the date of award. This notice is not a request for competitive quotation. However, if any interested party, especially a small business, believes it can meet the above requirements, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. All responses and questions must be sent via email to Contract Specialist, John Russell, at john.russell3@nih.gov by no later than 12:00 PM EST, on Friday, February 4, 2022 (2/04/22). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, Contractors must be registered and have valid certification through SAM.GOV.
