- **LARGE BUSINESSES DO NOT NEED TO RESPOND TO THIS NOTICE** Purpose: By way of this Market Survey/Sources Sought Notice, the USACE-Omaha District intends to determine the extent of capable small business firms that are engaged in providing the work described hereunder. The responses to this notice will be used for market research and acquisition planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Therefore, this notice does not constitute a Pre-Solicitation Notice of solicitation issuance, Request for Proposal (RFP), Quotation or Bid; it does not guarantee the future issue of an RFQ/RFP/IFB; nor does it commit the government to contract for any supply or service. Response to this Sources Sought Notice is strictly voluntary and will not affect any firm or corporation's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement. ������������������������� Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Sources Sought Notice. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Intent: The U.S. Army Corps of Engineers (USACE), Omaha District (NWO), of The Northwestern Division is seeking qualified members of the Small Business Community (Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business, Woman Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone) and Section 8(a) Participants) or small business-led teams, and small business joint ventures that qualify under the North American Industry Classification System (NAICS) Code 238290 � Other Building Equipment Contractors (having a size standard of $16.5M). This sources sought constitutes a market research tool for the collection and analyses of information to determine the capabilities and capacity of interested contractors that are capable of providing work listed under NAICS code 238290 specifically for this type of project. This sources sought notice is also to determine contractors� capabilities in providing work within the Omaha area of responsibility (AOR). All interested, capable, qualified and responsive contractors are encouraged to reply to this market survey request. Small Businesses are reminded under FAR 52.219-14(e)(2), Limitations on Subcontracting (General Construction), at least 85% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Prior Government contract work is not required for submitting a response to this sources sought notice. Scope: Work anticipated under this requirement consists of the rehabilitation of the Depression Air Compression System at the Big Bend Powerhouse Project, Lyman, South Dakota, 57339. �This system is integral to Big Bend�s ability to operate in synchronous condensing mode, as it provides the compressed air required to depress the water level in the draft tube to a point below the turbine runners. There are currently four Ingersoll Rand XF-75 Rotary Screw air compressors, three being water cooled, and one being air cooled. The current compressors are rated for 315 CFM at 100 psi. It is anticipated for this requirement that two compressors will be retained and two will be replaced. The new compressors are to be rated at 150 hp and 812CFM at 115psi capacity. This project will require the integration of the new compressors into the existing depressed air system. The new compressors will need to interface with existing equipment, including the old compressors, that will provide makeup air and the associated back pressure system. Additionally, annunciation from the new compressors to the control room via new digital and analog signals will be required. �Currently, the compressed air is stored in fourteen, 515 cu ft air accumulator tanks with an additional back pressure tank. This project will require the replacement of one of the existing fourteen air accumulator tanks, and the installation of two additional air accumulator tanks. Finally, this project will require the abatement of lead-based paint for significant portions of the piping and existing accumulator tank. � In accordance with FAR 36.204 (e) the magnitude of this scope is between $500,000 and $1,000,000. PLACE OF PERFORMANCE Big Bend Dam Project Office, Lyman, South Dakota 57339. All work must be performed within USACE guidance and in accordance with local, State and Federal requirements. In accordance with FAR Subpart 4.1102 contractors are required to be registered in System for Award Management (SAM) prior to award of a contract or agreement that is not specifically exempt. (See SAM website at www.sam.gov). SUBMISSIONS Capabilities package/submission form must be received no later than 2:00 Central Standard Time on 09 February 2022. Any information submitted is voluntary. 1. Interested firms having the necessary capabilities, ability to support the above project scope and who is eligible to register in NAICS code 238290 with a size standard of $16.5 Million Dollars over 3 Fiscal years, should submit a capabilities package. This sources sought notice is for market research and planning purposes only and is not to be construed as a commitment by the Government to pay for information submitted in response to this request. Respondents will not be notified of the results of the market analysis and debriefings will not be available. It is the reader's responsibility to monitor the Government Point of Entry (GPE) via SAM.gov for any resultant or future solicitation package(s) that may be issued.
