Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this sources sought notice must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below. VA Loma Linda Health Care System located at 11201 Benton Street, Loma Linda, CA 92357 is seeking a contractor to perform the Boiler annuals semi-annuals inspections & safety testing for the following (3) Boilers Cleaver Brooks Cable 400-horse power located in boiler plant (2) Cleave Brooks Clear Fire Condensing boiler 700 located at Cancer Center (1) Cleaver Brooks Clear Fire-700 Condensing Boiler located at Valor Building.(1) CLEAVER Brooks Clear Fire -750 Condensing Boiler located at CLC#2 Condensate tank-Deaerator tank calibrate all transmitters and pressure gauges. The Contractor needs to be a certified Cleaver Brooks authorize Service and Distributor Provider. The contractor shall provide all necessary parts, labor, materials, equipment and transportation to perform the maintenance service which shall include: The purpose of this contract is to have a Contractor to furnish all labor, materials, supplies, tools, equipment to have the contractor perform the following tasks as per VHA Directive 1810 and Boiler Plant Safety Device Testing Manual 5th Edition They will perform all annuals and semi-annuals with the VA employee verifying the tasks are being complete. Contractor will perform proper lockout tagout on all equipment being worked on. Contractor will ear proper protective equipment. Contractor will provide inspector for annual certification of boilers. Contractor will open da and surge tanks inspect and pressure clean tanks. Contractor will install new door seals on both tanks. Contractors will provide list of all calibrated gauges. Contractor will perform (1) annual and (1) semiannual yearly. Adjust burner combustion settings and calibrate oxygen trim. Calibrate instrumentation, monitoring, and control systems. Calibrate pressure gages and thermometers. (or replace) High-steam pressure cut-out (recycle) High-steam pressure cut-out (non-recycle) Steam safety valves (raise boiler pressure until valve pops) Check gas vent for leaks High-gas fuel pressure cut-off Low-gas fuel pressure cut-off Gas fuel safety shut off valves proof of closure Leak test gas fuel safety shut off valves High-fuel oil pressure cut-off Low-fuel oil pressure c Fuel oil safety shut off valves proof of closure Leak test fuel oil safety shut off valves Check operation of Liquid Petroleum Gas pilot Low-pilot gas pressure cut-out Forced draft fan motor interlock Forced draft fan damper wide open for purge Boiler outlet damper wide open for purge Purge air flow interlock Timing for pre-purge Timing for post-purge Igniter timing Low fire position interlock Combustion air interlock Main flame out; i.e., time to close valves Ignitions flame out; i.e., it is time to close valves Minimum igniter flame test Scanner not sensing ignition spark Low-oxygen alarm and/or cut-out Pre-purge setting of flue gas recirculation damper Interlock of building outside air damper with burner control Check furnace pressure Open condensate tank drain /pressure wash inside of tank Inspect condensate tank install new door gaskets Open deaerator tank drain /pressure wash inside of tank Inspect deaerator tank install new door gaskets Calibrate all gauges and certify them Tune-up Boiler on Fuel-oil and operate Tune-up Boiler on natural gas and operate The following equipment is located at the following buildings in hospital area. Contractor will remove sea and install new seals on all equipment in boiler plant. 10.Contractor will perform tune up on fuel oil. 11.Contractor will perform tune up on natural gas. 12.Contracor will perform calibrations on all gauges and thermometers. 13.Contractor will perform all this tasks as per manufacture specifications. 14. Contractor will perform all task as per VHA Directive 1810. 15. Contractor will perform tasks as per Boiler device safety testing manual 5thEdition. 16. Contractors will clean up trash and properly dispose of properly. 17. Contractor will operate boilers and tanks to verify proper operation. 18. Contractor will provide all paperwork pertaining to job. 19. Contractor will provide semiannual and annual documentation. 20. Contractor will provide list of all calibrated gauges. Upon completion of full testing, contractor will submit an engineering report for our records The engineering report will summarize work completed, detail corrective action required and recommended solutions PERIOD OF PERFORMANCE: 7 Days PLACE OF PERFORMANCE: VA Loma Linda 11201 Benton St Loma Linda, CA 92357 LICENSING REQUIREMENTS: Offeror must possess a 30-hour Occupational Safety and Health Administration (OSHA) safety card. C-36 plumbing license C-4 Boiler, Hot water Heating and Steam fitting SPECIFIC REQUIREMENTS: Schedule with Contracting Officer Representative (COR) or Designee five (5) business days in advance prior to start of work. personnel don t require valid Loma Linda PIV badge Prior to working, ALL energy sources (electrical, water, etc.) shall be locked and tagged out, and upon completion of work, will be re-energized and verified. Prior to work each day, workers or a designated lead or supervisor are/is to check in with the Graphics Control in the plant. Contractor shall conform to the following standards, policies, regulations, governing agency, and any other local, state, or Federal guidelines that are not listed here OSHA Regulations, www.osha.gov NFPA, www.nfpa.org If you are interested and are capable of providing the required service(s) please provide the following information. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if there are insufficient Service Disabled Veteran Owned Small Business responses, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 238220 ($16.5 Million). Responses must be received no later than 12/10/2021 12:00 PM Pacific Standard Time. Responses to this sources sought announcement will not be considered adequate responses to the solicitation. All interested offerors must respond to the solicitation in addition to responding to this sources sought announcement. Prospective bidders must be authorized re-sellers in order to participate in the solicitation process.
