- INTRODUCTION The Federal Bureau of Investigation is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide an Executive Leadership Program and, if so, the feasibility of a competitive acquisition. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. PLACE OF PERFORMANCE The place of contract performance is to be determined, though its feasible performance could be a mix of both contractor premises, virtual, and designated Government locations, as necessary. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT."" PROGRAM BACKGROUND The Training Division of the FBI oversees enterprise-wide training across a variety of topics. The Leadership Development Unit (LDU) is a newly formed unit that was given the responsibility of implementing a comprehensive leadership development program for newly appointed and senior FBI executives.� LDU identified the need for an FBI Executive Leadership Program (ELP) that would include the following coursework, events and activities; phases of course/class work, in-person or virtual (if required) sessions, individual and group coaching in between each phase, group session to prepare for next upcoming week session, additional advanced courses. This executive developmental program would provide senior executives with learning experiences that will prepare them to lead, change, and advocate for transformation in the organization. To be successful, senior executives must have solid foundation of character, values, and excel at negotiation, compromise, strategic thinking, and decision making. ELP and the additional foundational courses would teach proven and emerging concepts used by global and multinational organizations, which will be used to develop and execute organizational vision, mission, strategy, and leadership. The ELP course concept and the additional foundational courses listed provide senior executive development that is essential to further organizational and individual leadership best practices. It is important that newly appointed and senior executives become familiar with developments in business, Government, and industry. The selected program would offer the opportunity to integrate these developments into their organizations; therefore, enhancing the likelihood that individuals and organizations will reach their highest potential. ELIGIBILITY The applicable North American Industry Classification System code for this requirement is 611430 with a Small Business Size Standard of 1000. The Product Service Code is R420. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, CST, 11 Feburary 2022. All responses under this Sources Sought Notice must be e-mailed to ddmayfield@fbi.gov��in either Microsoft Word or Portable Document Format (pdf), by the response date provided. This documentation must address at a minimum the following items: Do you have an existing ELP? Existing Course curriculum and outline shall provided. �If an ELP course will require creation, provide the timeframe for creation and accreditation, anticipated content, and sample of similar existing ELP course offerings. Are you or do you partner with an accredited University to provide this Executive Leadership Program (ELP) training?� If yes, provide the name of the University with Point of Contact information as well as Course Catalog Number. Does your ELP training offer an accredited Course with virtual instruction? Provide platform detail. Does your ELP training offer an accredited Course with in-person resident instruction? Does your ELP training meet ALL of the facility, amenities, meals, and transportation requirement outlined in Statement of Work (SOW)? Describe quality and quantity of available offerings. Does your existing ELP training have the option to be tailored ��based on the customer�s organization, needs and input? Does your ELP training offer individual and group coaching/mentoring? Provide sample of coaching/mentoring activities and topics. Have you contracted with the Government for the same, or similar, training in the last five years?� If yes, please provide the agency, contract number and Agency Point of Contact detail. Does your ELP training allow for Government observers during instruction? Does your ELP training include instruction covering executive leadership developments and trends in business, Government, and industry? Provide examples of topics for each area. Do you have the capability/capacity to provide consistent instructor resource(s) specific to individual ELP courses to ensure continuity of methodology throughout the life of the program? Is your ELP Proprietary? If so, please give details in RFI comments section. Is this requirement listed under the correct PSC and NAICS code? If not provide correct codes. The potential contract, if awarded is anticipated to be Firm Fixed Price. As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued at a later date, and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized. If full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. All data received in response to this Sources Sought that is marked, designated as corporate or proprietary, will be fully protected from any release outside the Government. No phone calls will be accepted. No phone or email contact with regards to the status of a potential RFP will be accepted prior to its release. All questions must be submitted to the Contract Specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
