Description
******************************** AMENDMENT 2 With this amendment the following vendor question is answered.� Question:�� Section 1.5, Painting, specifies various colors (based on SW Acrolon 218 color codes) and surface prep standards for every surface on the boat.� The color information is informative, but should the surface prep standards be removed?� Are we to assume a SP7 (brush off) blast for the entire boat, with the decks receiving an SP10 (near white) blast? In regard to product selection, the MDC Paint Schedule specifies products for new build or overhaul with complete paint removal.� If we are to assume this availability�is to complete maintenance painting (SP7 blast), will direct application�of polysiloxane topcoats be acceptable to the SP7 blasted surface?� This practice is common in the commercial marine industry due to the higher performance of polysiloxane when compared to urethane topcoats, and is a value engineered approach to maintenance painting as most polysiloxane applications consist of 1-2 coats versus 2-4 with a standard epoxy/urethane system.� Since the decks would be prepped to a ""like new (SP10 blast)"" condition, the MDC schedule would be followed. Answer:��The direct application of polysiloxane to a SP7 blasted surface is not advisable. The Contractor should apply a non-corrosive first i.e. a coat of pure epoxy high solids. The Polysiloxane should be the second coat. ******************************** AMENDMENT 1 With this amendment the following information has changed. The Performance Work Statement in Solicitation W912EQ22Q0017 has been replaced in its entirety with Performance Work Statement Revision 1 to include the specifications for paint.�See attached document W912EQ22Q0017P00001. A drawing of the MV Mr. Past has been attached see document �MV Mr. Pat Drawing�. Pictures of the MV Mr. Pat have been attached see document ��MV MR. PAT PICTURES�, Document �MDC STANDARD FLOATING PLANT PAINT SCHEDULE� has been attached.� Document �Questions and Answers MV Mr. Pat� has been attached. Document ""Site Visit Sign-in Sheet"" has been attached.� The Offers Due date has been changed from 26 Jan 2022 11:00 am CST to 2 Feb 2022 11:00 am CST.� ******************************** The U.S. Army Corps of Engineers (USACE), Memphis District has a requirement to sandblast and paint the underwater hull, deck, superstructure, and deck fittings of the MV Mr. Pat at USACE Ensley Engineer Yard in accordance with the attached solicitation. �The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-03. �The solicitation number is W912EQ22Q0017 and is being issued as a Request for Proposal (RFP). �This is a 100% total small business set-aside procurement.� The North American Industrial Classification System (NAICS) Code for this procurement is 336611 Ship Building and Repairing; Size Standard 1,250 Employees. � This procurement is being conducted in accordance with regulations at FAR Part 12, Acquisition for Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. � Proposals should be marked with the solicitation number W912EQ22Q0017 and sent via email to Leah Cobb at Leah.B.Cobb@usace.army.mil not later than 11:00 AM, Wednesday 26 January 2022. In accordance with FAR 52.204-7, all vendors shall be registered in System for Award Management (SAM) prior to award, during performance and through final payment of any contract. Vendors not registered in System for Award Management (SAM) database prior to award will not be eligible for award. �Vendors may register for SAM online at www.sam.gov. North American Industry Classification (NAICS) Code 336611 applicable to this acquisition must be in vendors SAM registration.�
