Description
Tyndall Air Force Base Simplified Acquisition of Base Engineer Requirements (SABER)�Sources Sought The 325th Contracting Squadron (325 CONS) is publicizing this sources sought/request for information notice in order to gather industry information and seek information from any firms that have an interest in submitting as a Prime Contractor for a Multiple Award Simplified Acquisition of Base Engineer Requirements (SABER) IDIQ contract at Tyndall Air Force Base, Florida. No solicitation is being issued at this time. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB), and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result. The U.S. Air Force will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications and/or drawings, will be made available only on the SAM website (https://sam.gov). Interested Parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates and/or amendments. A multiple award Simplified Acquisition of Base Engineer Requirements (herein known as SABER), is required in support of the 325th Civil Engineer Squadron (325 CES). During the contract period, construction tasks will be identified to the Contractors who then must furnish all materials, equipment, and personnel necessary to design, manage and accomplish the project in accordance with applicable U.S. Air Force Standards. Individual projects will vary in size and will include tasks in a variety of trades such as carpentry, road repair, roofing, excavation, interior and exterior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, welding, heating ventilation and air conditioning (HVAC), asbestos removal, etc. at Tyndall AFB and its associated sites. In-house design capability or ready access to design capability is necessary for projects under SABER. The purpose of this sources sought notice is to gain knowledge of qualified and interested 8(a) sources within the North American Industry Classification System (NAICS) 236220. This acquisition will be a competitive 8(a) set aside and is anticipated to be open to firms located in all SBA regions. The basic contract is anticipated as a Firm Fixed Price Indefinite-Delivery/Indefinite-Quantity type contract and will include a wide variety of individual construction task orders awarded on a Firm Fixed Price basis. It is anticipated that contracts will be awarded for a five (5) year ordering period.� Task orders written against SABER contracts will be firm fixed price and are anticipated to range between $2,000 and $5,000,000. The overall program value is estimated at $100,000,000 over a five-year period. All interested parties are invited to respond and must be currently registered in the System for Award Management (SAM) database (http://www.sam.gov/). 325 CONS is requesting all interested and qualified 8(a) firms respond to this sources sought notice with the following information: 1. Name, address, email, and website if applicable. 2. A list (not to exceed 5) of SABER or similar contracts (i.e. IDIQ) your firm currently holds or has completed within the past three years*. 3. Your bonding capacity per contract/action. 4. Identify any estimating software/material (price books) your company employs to develop proposals for construction projects (i.e. E4Clicks, RS Means). 5. In your experiences with multiple award IDIQs, what is the most effective / preferred number of awardees? 6. In the next couple of years, subcontractors will be scarce with the MILCON projects, what is your company�s true ability to self-perform? What specialties can you self-perform? 7. What is your experience with on/off ramping of awardees if one contractor fails to perform? *The list of relevant contracts should include the location, contract number, description, estimated yearly value, performance dates, and Government point(s) of contact (Contracting Officer and QAPC/Inspector) with phone numbers and email. Please limit your responses to 5 pages.
