Description
The F-35 ""Lightning II"" Program Office intends to issue an order under Basic Order Agreement (BOA) N00019-19-G-0008. The US Government has the requirement to provide a modification to the current Mission Rehearsal Trainer for the F-35 Air System. The Modified Mission Rehearsal Trainer (MMRT) will provide training and qualification exercises, which, to the extent practicable, give pilot events identical to those performed in the aircraft. The complexity and evolving nature of the F-35 air system requires that Training System and Simulation (TSS) products and training are developed and implemented concurrently with the aircraft.� F-35 TSS products need to provide a robust, dynamic and accurate representation of the delivered air system and associated subsystems prior to or when delivered to the fleet and in support of operation test. Integral to the success of the F-35 mission is the ability to complete these efforts in the most efficient and timely manner possible. The anticipated period of performance is two (2) years, starting in 2022 and delivering the MMRT in 2024. The contract type is anticipated to be a Cost Plus Fixed Fee (CPFF) over a period of two years. These services shall be performed at the Contractor facility at Orlando, FL. The Program Office intends to award this effort to LM-Aero, Fort Worth, TX. As the sole designer, developer, and manufacturer of the F-35 aircraft, LM Aero is the only source with the requisite knowledge, experience, technical expertise, proprietary technical documentation and software/algorithms required to furnish the supplies and services within the required timeframe. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The F-35 ""Lightning II"" Program Office intends to award this effort to Lockheed Martin Aeronautics Company, Fort Worth, TX. All responses received within fifteen days after the date of publication of this synopsis will be considered by the USG. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received in relation to any portion of the scope detailed in this synopsis will be considered by the United States Government (USG). A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any parties interested in subcontracting will be referred to the LM-Aero Supplier Diversity Manager. There is no commitment by the USG to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
