- Description
- The Government is issuing this Request for Information to request industry feedback only. The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) Future Army System of Integrated Targets (FASIT) Program and its contractor, General Dynamics One Source (GDOS), are working on the development of Government Owned Technical Data Packages (TDPs) for FASIT's four main live fire range Presentation Devices (PDs), and the development of the Communication Architecture for Army live fire ranges. The PD TDPs include the Stationary Infantry Target (SIT), Stationary Armor Target (SAT), Moving Infantry Target (MIT) and Moving Armor Target (MAT). During the planned two year TDP development process, PEO STRI will be posting information leading up to the various reviews to allow industry to review and provide feedback back to PEO STRI. The feedback provided by industry will be used by PEO STRI and GDOS to help make FASIT design decision. Once the effort is completed, the Presentation Device (PD) TDPs will be used to allow for full and open competition for industry to produce the PD end items and associated spare parts for the Army. The developed Communication Architecture will be what industry uses to communicate between the Force on Target (FoT) software and the PD TDPs. The first and second announcements for this effort were respectively posted on November 12, 2020, and July, 12, 2021 under Notices IDW900KK-FASIT-TDP-RFI-01 and 02. The announcements solicited feedback on the information developed in the Target Analysis Report (TAR) and the Requirements Traceability Verification Matrix (RTVM). As part of this announcement, at the Critical Design Review (CDR) stage, PEO STRI is soliciting industry feedback on the information developed in the RTVM. The RTVM (or RVTM) compiles, sorts and derives requirements from various Army Live Fire Training specifications. The RTVM will be actively managed and updated throughout the development process to further derive requirements to guide the design of the PD TDPs and Communication Architecture. Interested contractors shall respond back to this announcement by providing feedback to the RTVM. The Government is specifically interested in identifying requirements that are: not captured, incorrectly derived, major cost drivers, possible enhancements to the PD TDPs and/or Communication Architecture, or any additional feedback. Feedback may be submitted in Contractors format and should include the company name, CAGE code, point of contact, phone number, and e-mail address. Information generated as part of the FASIT PD TDP and Communication Architecture development effort will be posted and stored in the Collaboration Area of the ""Live Fire Target Lifter Tech Data Package"" Group within the LT2 Portal: https://www.lt2portal.mil. Access granted upon request. Interested contractors should monitor SAM.gov for all future PEO STRI requests for feedback. Additional feedback is anticipated on or about 2nd Quarter FY 2022 and 1st Quarter FY 2023. All responses to this RFI shall be sent, under the subject FASIT TDP RFI Response to the Contract Specialist via email, salah.e.hani.civ@army.mil, with a copy to the Technical Point of Contact (TPOC) via email, carleton.s.stargel.civ@army.mil. The deadline for submittinga responseis 3:00 p.m. (EST) on 21 February 2022. Information and materials submitted in response to this RFI WILL NOT be returned. In addition, all information/materials received in response to this RFI that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. DO NOT SUBMIT CLASSIFIED MATERIAL. DISCLAIMER: This RFI is issue to seek industry feedback only. This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein. The Government will use the information for the purposes described in this notice.
