Description

The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a Delivery Order under a Basic Ordering Agreement (BOA) with Collins Aerospace (CA), 400 Collins Road NE, Cedar Rapids, IA 52498-0505 to provide Non-Recurring Engineering (NRE) modifications to support the loading of �double tagged� keys, and Advanced Encryption Security (AES) and Accordion 3.0 wrapped keys.� This modification will address the current issues with Demand Assigned Multiple Access (DAMA) and Integrated Waveform (IW) satellite communications in Thornton TRANSEC Algorithm Modernized (TTAM) mode, and anticipate future requirements for wrapped (Black) keys.� The modifications address TTAM key revised format and key encrypted with the AES algorithm, in addition to Accordion 3.0.� These modifications, as applicable to each radio, shall be implemented and will result in production software changes for the RT-1939A(C), RT-1990A(C) radios, and in the RT-2036(C) radio.� This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The AN/ARC-210(V) electronic protection (EP) radio systems and associated support equipment have been determined to be commercial products and CA will not provide or sell the technical data necessary to procure the items competitively or provide support for these products. Therefore, CA is the only responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. However, interested parties may identify their interest and capability by responding to this requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
