Description
Purpose This is a Sources Sought/Request for Information Notices issued solely for information and planning purposes. The purpose of this notice is to obtain market information regarding market capacity and potential set-asides and to receive industry feedback on the draft Statement of Objectives (SOO). This notice does not constitute a Request for Proposal nor does it serve as a presolicitation notice for a future solicitation. The U.S. Department of Housing and Urban Development is not seeking proposals at this time and will not accept unsolicited proposals related to these services. This notice does not commit the Government to procure any supply or service mentioned herein. Background HUD plans to adopt an employee testing policy to safeguard the health and well-being of its employees, their families, and the communities we serve from COVID-19. �Employees regardless of work assignment, location, or if teleworking, are required to undergo COVID-19 testing, at least once in any week they are working onsite or interacting with HUD employees, stakeholders, or the public. Employees on leave on their assigned testing date will be required to undergo a COVID-19 test the HUD day upon return to work. The Department plans to procure support for employee testing for SARS-CoV-2 with rapid antigen tests that have been authorized by the Food and Drug Administration to detect current infection. Testing should adhere to current CDC COVID testing standards. Test results will be provided to the employee who was tested and to the agency via a secure automated portal within 15 minutes. �Certified observers will supervise the testing process virtually, confirming employee identity, overseeing proper sample collection, and authenticating results during a telehealth visit. Instructions Interested parties are requested to respond to this Sources Sought with the following information: Full identifying firm information such as name, address, DUNS number, and contact information for point of contact; A capability statement that addresses (a) the interested party�s ability to perform work as outlined in the draft SOO, including testing capacity and test kit availability, specifications, (b) ordering requirements, (c) �similar projects performed, and (d) potential subcontractors or teaming arrangements/joint ventures; Information regarding the interested party�s business type (such as large, small, 8(a) certified, HUBZone) under the established NAICS code, 621511, with a size standard of $35 million; Any questions and/or comments that your firm may have regarding the draft SOO. � Please note that all questions and comments will be addressed in any future solicitations that the Department may issue at a later date. All responses must be received by 5:00pm Eastern Time on Wednesday, February 9, 2022. Summary This notice is issued for information purposes only and will not result in a contract award. �This is not a Request for Proposal.� Interested parties are advised that the Government will not pay for any information or administrative costs incurred in response to this notice.� Responding or declining to respond to this notice will not preclude a party from participating in any future Requests for Proposal should the Government decide to issue such a request at a later date.� If a Request for Proposal is issued, it will be posted as a separate notice on SAM.gov.
