Description

INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Training and Admin Space Support construction project at the VA Black Hills Health Care System, Hot Springs Campus, 500 North 5th Street, Hot Springs, SD 57747. PROJECT DESCRIPTION: Contractor shall provide all supervision, tools, labor, materials, equipment, transportation, incidentals, and testing necessary to provide and install temporary power and fiber utilities for 3-4 modular office trailers that will be located near building 66 at the VA Black Hills Health Care System Hot Springs Campus. The project includes, but is not limited to, general construction, alterations, mechanical and electrical work, utility systems, necessary demolition and removal of existing features and certain other items necessary for completion. The contractor shall complete construction in accordance with solicitation/contract terms and conditions, specifications and drawings, and all applicable VA and local codes. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small-Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North America Industry Classification System (NAICS) code is 237130 with a size standard of $39.5 million. The solicitation will be issued in mid to late February 2022. The period of performance is approximately 120 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $100,000 and $250,000. This notice is not a request for competitive offers.
