Description
PRESRAY PNEUMA-SEALS 1. �This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. The Government anticipates a Firm-Fixed Price Purchase Order will be issued from this solicitation. 2. This requirement is being solicited as Request for Quotation (RFQ) for brand name only.� The RFQ number is RFQ-NIH-6217385. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-03, dated 01/01/2022. 4. This requirement is solicited as a small business set-aside.� The associated North American Industrial Classification System (NAICS) code for this procurement is 339991.� Its associated Small Business Size Standard is 500 employees. 5. List of Item(s):� The vendor shall provide the following item(s) in the quantities specified below. a.� Presray Door Assembly Pneuma-Seal #BI04-X-10498-17, 10 each b.� Presray Door Assembly Pneuma-Seal #BI04-X-10498-23, 3 each 6. Description Background: The National Institutes of Health, Office of Research Facilities intends to purchase pneuma-seals for Presray BIO4-X airtight doors.� The seals are for a Biological Safety Laboratory 4 (BSL 4).� As the highest level of BSL, a BSL 4 laboratory consists of work with highly dangerous and exotic microbes. Infections caused by these microbes are frequently fatal and are without treatment or vaccine. Each door has an inflatable �pneuma-seal� which provides a continuous airtight seal. When entering the air bladder seals deflates, and when closed, inflates restoring the airtight seal.� These seals wear out over time and are recommended to be replaced every 5 years per the manufacture�s recommendations.� Presray holds the patent on these doors and is the only one who manufactures the replacement �pneuma-seals.�.� The airtight doors serve as one level of containment for the BSL 4 laboratories required to maintain these systems and uphold the BSL 4 rating held with Center for Disease Control.��� Other brand name products will not meet the agency�s needs.� Procuring a different brand pneuma-seal may compromise the integrity of the airtight doors.� b. General Requirements: 1)� Only quotes for the Presray Pneuma-Seals from the manufacturer or authorized resellers as listed above are being solicited and will be considered. 2)� Offerors must provide their shipping lead time with quote and any applicable delivery costs on their quote. 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) This RFQ incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.� Also, the full text of a solicitation provision may be accessed electronically at this address:� www.acquisition.gov/far 7. Provision 52.212-1 Instructions to Offerors � Commercial Items (Nov 2021) is incorporated by reference. 8. Provision 52.212-2 Evaluation � Commercial Items (Nov 2021) is incorporated by reference. The provision 52.212-2 incorporated above is completed as follows.� Quotes received in response to this RFQ will be evaluated using the lowest-priced-technically-acceptable (LPTA) methodology.� To be determined �Technically Acceptable� the offeror must provide the items listed under item 5. above.� The Government seeks the earliest delivery; therefore, delivery times may also be considered to determine award. 9. Provision 52.212-3, Offeror Representations and Certifications � Commercial Items (Nov 2021) applies to this acquisition. 10. Clause at 52.212-4, Contract Terms and Conditions�Commercial Items (Nov 2021), applies to this acquisition and no addenda to the clause are included. 11. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders�Commercial Items (Jan 2022), applies to this acquisition. 12.
