Notice Type: Solicitation Solicitation Number: 12FPC322B0003 Description: The United States Department of Agriculture (USDA) Farm Production and Conservation � Acquisition and Procurement Division intends to issue and Invitation for Bid (IFB) in accordance with FAR Part 14 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the Lakeview Watershed Structure Site 1 Seepage Repair � Donley County, TX Structure Site No. 1 is a single-purpose earthen dam designed in 1974 for flood prevention with the construction completed in 1976. The structure is an integral part of the Lakeview Watershed. Site No. 1 is located approximately 12 miles south of Clarendon, Donley County, Texas. The site is situated within the Central Rolling Red Plains physiographic area of Donley County, Texas. The following items will be installed/repaired as shown in the drawings: a seepage cutoff wall to control below ground seepage and the backfilling of existing sinkholes in the reservoir area. The major items of work are approximately 14,820 square-feet of soil-bentonite slurry wall; 6,123 cubic yards of excavation; 5,360 cubic yards of earthfill; 175 linear feet of new fencing; and approximately 2.5 acres of vegetation establishment. Soil disturbing activities will include (in no order): construction of the access road and construction campsite; earthwork; soil-bentonite wall installation; fencing installation; and disposal of waste materials. This solicitation is a 100 percent Small Business set-aside.� Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Sealed Bidding procedures in FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid.�� Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 10 calendar days of award of the contract. The anticipated period of performance for this project is 118 calendar days from the date the contractor receives the Notice to Proceed (NTP). �In accordance with FAR 36.204, the estimated magnitude of the projects is between $500,000 and $1,000,000.� The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction.� The Small Business Size Standard for this NAICS is $39.5M.
