N0016422SNB32 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT (SS) � EA18G/P-8A/ALQ-99 TEST, TEARDOWN, & EVALUATION AND REPAIR � FSC/PSC J059 � NAICS 811210 � ISSUE DATE: 04 FEBRUARY 2022� ����������� ����������� CLOSING DATE: 18 FEBRUARY 2022 NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS AN RFI/SS ONLY. This RFI/SS is for planning and informational purposes only and shall NOT be considered as a Request For Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI/SS or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor�s submission of responses to this RFI/SS or the Government�s use of such information. The Government reserves the right to reject, in whole or in part, any contractor�s input resulting from this RFI/SS. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI/SS are not offers and cannot be accepted by the Government to form a binding contract. The information provided in this RFI/SS is subject to change and is not binding on the Government. FSC code anticipated J059, but other PSC/FSC codes may be utilized during performance.� Naval Surface Warfare Center, Crane Division (NSWC Crane) is seeking information for market research purposes regarding capabilities to provide test, teardown, and evaluation (TT&E) and repairs in support of the following subsystems: the AN/ALQ-218 Gun Bay Power Supply Weapon Replaceable Assembly (WRA-9); the AN/ALQ-240 Power Supply WRA-1; the ALQ-99 Universal Exciter Upgrade Power Supply 1 (UEU PS1), and their Shop Replaceable Assemblies (SRAs), as well as future variant/derivative of these items used in the electronic attack systems associated with the EA-18G, P-8A, and ALQ-99.� The Government anticipates conducting the resultant contract on a sole source basis in accordance with statutory authority 10.U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible sources and no other type of supplies or services will satisfy agency requirements.� NSWC Crane intends to award a Basic Ordering Agreement on a sole-source basis to Crane Electronics, Inc. (84 Hill Avenue NW, Fort Walton Beach, FL 32548). The basis for restricting competition is because the Government does not possess technical data packages nor data rights for the above listed subsystems to allow for full and open competition. Crane Electronics, Inc. is the only contractor possessing the capability to provide the required supplies/services to meet mission requirements without significant duplicative costs and time delays to the Government, which would not be recouped through a competitive contract action. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described above.� This is not an item development announcement. Any duplication of costs for item development including hardware, Government testing and validation will not be reimbursed by the Government.� The Government has estimated the duplication of cost for testing and validation across EA-18G, P-8A and LVPS/APUs to be approximately $36.2M.�� � Program Background: The WRA-9 is a highly customized power supply having 34 power outputs that disburse different levels of power through its different power outputs. The WRA-9 serves to provide the unique doses of power needed by four of the WRAs contained in the AN/ALQ-218 Tactical Jamming Receiver System. In turn, the AN/ALQ-218 is able to provide the advanced electronic attack capability that is a trademark of the Navy's EA-18G Growler, by identifying enemy emitter locations (e.g., enemy radar sites), resulting in the suppression and/or attack of these emitters.� The WRA-9 was developed under the EA-18G System Development and Demonstration (SDD) contract (N00019-04-C-0005), awarded to Boeing in 2004. More specifically, Northrop Grumman (a subcontractor to Boeing under the SDD contract) contracted with Crane Electronics Inc. for the design, development, and manufacture of the WRA-9.� The WRA-1 provides power to four of the WRAs in the AN/ALQ-240 ESM system installed on the P-8A Aircraft. In turn, the AN/ALQ-240 is able to provide the electronic support measures as one of the mission systems of the P-8A Poseidon, by identifying enemy emitter locations (e.g., enemy radar sites). The WRA-1 was developed under the P-8A System Development and Demonstration (SDD) contract (N00019-04-C-3146), awarded to Boeing in 2004. More specifically, Northrop Grumman (a subcontractor to Boeing under the SDD contract) contracted with Crane Electronics Inc. for the design, development, and manufacture of the WRA-1.� The UEU is a part of the AN/ALQ-99 TJS, and the UEU PS1 provides power to 2 of the SRAs installed in the UEU WRA, with the AN/ALQ-99 TJS serving to electronically jam enemy emitter locations. Crane Electronics Inc. is the original equipment developer and manufacturer of the UEU PS1 and has been manufacturing the UEU PS1 since 1992, when it was a subcontractor to AIL Systems under the UEU Development contract (N00019-92-C-0093).� Crane Electronics also provided the UEU PS1 as a subcontractor to AIL Systems under the following UEU Production Contracts: N00019-96-0100, N00019-98-C-0090, N00019-99-C-1331, and N0001901-C-0006. �� Requested Information: Interested parties are requested to provide the information that identifies its capability to provide the support described herein for each subsystem. Please include the purpose/explanation of the response to the this RFI/SS such as to better understand the Government requirements, to potentially become a viable option for future requirements, to take exception to the anticipated sole source as your company currently meets all of the Government requirements noted above.� The Government may contact RFI/SS respondents to get clarification on the information submitted.� Interested parties must be properly registered in the System for Award Management (SAM) and may obtain information on SAM registration and annual confirmation requirements by calling 1866-606-8220 or via the internet at https://www.sam.gov. Please be advised that proprietary information must be marked as such on a page-by-page and paragraph-by-paragraph basis. The Government will not assume that the information provided by a respondent is proprietary unless it is conspicuously marked on this basis. Moreover, the Government does not assume duty to contact a respondent and inquire whether unmarked information submitted in response to this RFI/SS is proprietary. All information marked proprietary will be safeguarded. The Government is only seeking sources/information for market research of potential sources. Acknowledgement of receipt will not be made, nor will respondents be notified of NSWC Crane�s view of the information received. Do not send any material that requires a nondisclosure agreement or identify information this is business sensitive. Submittals will not be returned to the sender. It is the contractor�s responsibility to check https://www.sam.gov to receive additional data, such as any changes that occur before the closing date.� The Government may contact RFI respondents requesting additional information and modeling information to substantiate modeling capabilities.� � Questions: All interested parties should provide the requested information regarding this announcement no later than 1400 EDT on or before the closing date as specified at the beginning of this solicitation, at the Naval Surface Warfare Center, Crane Division.� White papers or capability statements may be submitted any time prior to expiration of this announcement.
