- NOTICE OF PROPOSED CONTRACT ACTION: In accordance with FAR Subpart 5.2, this notice is provided for information purposes only. The Strategic Acquisition Center in Frederick, MD (SAC-F) intends to negotiate a non-competitive award (Firm-Fixed Price (FFP) sole-source) with University of Utah, for Data Quality Control Service. SCOPE OF WORK: The mission of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), National Oncology Program Office is to provide benefits and services to Veterans of the United States. The Veterans Affairs Central Cancer Registry (VACCR) receives and stores information on cancer diagnosis and treatment constraints compiled and sent in by the local cancer registry staff at each of the 132 Veterans Affairs Medical Centers that diagnose and/or treat Veterans with cancer. The information sent is encoded to meet the site-specific requirements for registry inclusion as established by several oversight bodies, including the North American Association of Central Cancer Registries (NAACCR), the American College of Surgeons' Commission on Cancer, and the American Joint Commission on Cancer, among others. The information is obtained from a wide variety of medical record documents at the local medical center pertaining to each Veterans Health Administration (VHA) cancer patient. The information is then transmitted to the VACCR. Details collected include extensive demographics, cancer identification, extent of disease and staging, first course of treatment, and outcomes. The VA CCR has not been staffed since 2015 and therefore critical data quality processes have not been performed since that time. The current central cancer registry software of record is Rocky Mountain Cancer Data System (RMCDS). The purpose of this effort is to leverage software scripts to cleanup as many of the records in RCMDS as possible programmatically. Records that cannot be processed by the software will require manual human review and reconciliation. STATUTORY AUTHORITY: The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 (a)(1), as implement by FAR 13.106-1(b)(i) (Soliciting from a Single Source) and no other supplies or services will satisfy agency requirements . THIS SPECIAL NOTICE IS NOT A SOLICITATION or request for competitive offers, quotations or proposals. It does not constitute a commitment or an obligation by the Government. No solicitation package is available. In accordance with FAR 5.207(c)(16)(i) all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested parties must provide evidence of their capabilities to fulfill the requirement within fifteen (15) calendar days after date of publication of this notice to Carey M. Kauzlarich, Contracting Officer, at Carey.Kauzlarich@va.gov with a copy to Dante Ruiz, Contract Specialist, at Dante.Ruiz@va.gov . A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
