- The U.S. Nuclear Regulatory Commission (NRC) intends to modify Contract 31310018C0027 with Marcon Group, Inc. for the project entitled,� the NRC Recruitment and Retention Integrated Marketing Services.� The acquisition is conducted under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b), �Soliciting from a single source.�� The designated North American Industry Classification System (NAICS) Code is 541613- Marketing Consulting Services. The NRC requires the services of Marcom to continue providing services regarding recruiting and retaining candidates in highly technical and/or nuclear-related fields.� The NRC needs a consistent, uniform advertising program to brand the agency as an employer of choice and to incorporate that brand message into internal communications regarding human capital programs to retain the agency�s highly skilled workforce. The NRC is experiencing ongoing staffing challenges and based on staff demographics, we anticipate these challenges will become more acute in the immediate future.� Based on attrition data, we expect we will need to onboard approximately 300 new external hires. The emergency nature of the situation requires immediate action to implement recruitment and marketing strategies to support the agency�s hiring goals.� This will include securing and implementing recruitment events, media, and social marketing activities to quickly attract and onboard new hires.� The NRC workforce possesses detailed knowledge and specialized technical skills that enable the agency to fulfill its mission in the three major areas of nuclear reactors, nuclear materials, and radioactive waste. To maintain this expertise and respond to emerging needs, the NRC will need to focus on innovative recruitment strategies as competition increases for qualified individuals to serve as technical staff for both the NRC and the industry. The period of performance extension of nine (9) (three-month extension combined with the NRC�s unilateral right to exercise FAR Part 52.217-8 (up to 6 months).� This extension is required since the recruiting events may take place at any time during the requested extension period.� The recruiting events need to be registered in spring for events that take place in the following Fall. This Notice of Intent is NOT a request for proposal nor a solicitation of offers; however, if any �interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC potential sources must be free of organizational conflict of interest (OCOI). A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
