- This is a Notice of Intent and is published for informational purposes only. The United States Department of Energy, Office of Fossil Energy and Carbon Management (FECM), intends to award -- on a sole source basis, a Firm-Fixed Price (FFP) purchase order to Barnett International Executive Communication Consulting (Barnett). FECM requires Barnett to provide professional development training, specific to complex scientific topics -- climate change specifically, through the following methods: Leadership Training: The contractor will provide lecture on leadership competencies; facilitate group discussion exploring gaps and skills of all participants followed by real-time interactive exercises. Hold an interactive session employing multiple exercises and approaches to enable trust, risk-taking, collaboration and creative problem solving. Communications Team Building:� Provide exercises and training that focus on the interpersonal aspects of developing highly effective teams with defined roles and purposeful team culture. Speech Writing Development. Assistance with figure development and editing of material for FECM website and story boards. Story Development of Strategic Vision. These trainings will assist FECM teams in the critical, effective, and consistent communication of complex topics related to climate change, carbon dioxide removal, carbon capture, and reliable storage; in addition, the relationship between investments and benefits to communities to address frontline environmental justice concerns. This training will enable FECM senior leadership to work more efficiently, proactively, and coherently to accomplish the mission � both internally and externally. Barnett has unique expertise in working with scientists and engineers to assist in communication of complex topics that include climate change, carbon capture, environmental justice, disadvantaged communities - this experience is essential for the execution of this requirement. This sole source contracting action is pursuing the sole sourcing as implemented by Federal Acquisition Regulation (FAR) 13 .106-1 (b)(1)(i) only one source reasonably available. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. However, all responsible parties may submit their interest and capability to meet the requirements by submitting a capability statement, or exception to the intent to purchase on a sole source basis, by February 18, 2021, at 11:59 PM EST via email to ryan.miller@doe.gov. The written response must include a detailed discussion demonstrating experience providing the services identified in this announcement.� Interested parties shall address their ability and experience to provide these services with a focus on complex scientific topics (i.e. climate change, carbon dioxide removal, carbon capture, reliable storage, and environmental justice), and their ability and experience in breaking down and communicating these topics to broader audiences. Please limit pages to no more than 15 pgs. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
