Franklin Lock & Dam (Structure 79) Spillway Gate Replacement Project. All interested Offerors are required to access SAM.gov for future updates. Description of Project:� The work includes design, fabrication, and delivery of eight (8) replacement spillway lift gates to WP Franklin Dam.� The gates are 38.8-ft wide by 19.2-ft tall and will be fabricated of composite GFRP (glass fiber reinforced polymer) using the VARTM process (vacuum assist resin transfer molding).� The replacement gates will utilize stainless steel rollers.� Stainless steel rail and hardware will be supplied to retrofit the existing gate slots. A gravel maintenance storage yard approximately 120-ft by 60-ft will be constructed for storage and staging of the gates.� The eight (8) existing spillway lift gate will be disposed by the contractor after installation of the replacement gates and slot rails by the Government.� There will be an Option for the contractor to remove and install the new gate rails on the dam piers.� The design and fabrication of the of the replacement spillway gates will be off-site.� The spillway gate bays will be dewatered one at a time by the Government to remove the existing gate and place a new gate.� The dewatering will be performed by using and placing existing stoplogs upstream and downstream of the gate and using temporary pumps to pump out the water between the upstream and downstream stoplogs.� The gates will be lifted in and out utilizing existing Government maintenance floating plant.� The replacement spillway gates and slot rails will be very similar to the existing gates pertaining to geometry.� It is intended that the replacement gates will be assembled onsite from a top portion and bottom portion just as the existing gates.� This will facilitate transportation of the gates to the site by road.� The existing gates weight approximately 48,000 lbs, and it is expected that the replacement gates will weigh approximately the same to facilitate the gate closing using its self-weight and hanging from existing wire ropes and machinery.� There is another project in Jacksonville District scheduled for composite gate replacement.� It is replacing the eastern sector gate at Canaveral Lock with a composite sector gate. Location of Project The W.P. Franklin Lock & Dam (Structure 79) Spillway Gate Replacement Project is located in Lee County. Specific Project Challenges For WP Franklin Dam spillway gates, there is a challenge with gate buoyancy and allowing the gate to be lowered using its own self-weight.� If a closed-shaped, rectangular prism is used as can easily be fabricated using the VARTM process, there will likely be too much water displaced and creating a large buoyant force.� Ballast can be added but the total gate weight cannot exceed the existing gate weight due to existing machinery limitations. For the Canaveral Lock sector gate, this is a large gate size with radial, pie-shaped geometry.� The Government would like to learn from industry how they would approach fabricating this type of gate.� There is a lot of flexibility on how the framing structure of the gate is achieved.� One limitation is allowing water to flow through the straight sides of the gate while the gate is moving, but screening/limiting the opening sizes in the gates from manatees getting stuck in the gate. Environmental Conditions Contractor is required to remain within the construction limits in order to minimize impacts to wetlands.
