Description
Construction Project No. FA7000-22-R-0009, entitled �Glass Replacement�. The solicitation will be issued as a Request for Proposal (RFP) construction project, which is competed as a 100% Small Business set-aside. All offerors must be registered on www.sam.gov. The NAICS Codes are 238150, Glass and Glazing Contractors, with size standard $16.5 million applies. The procurement is entitled �Glass Replacement� at the United States Air Force Academy (USAFA), Colorado. Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project at USAFA, Colorado.� �� The work requirements to be performed by the offeror consist of, but are not limited to, a broad range of personnel, equipment, tools, materials, supervision, and other items and services necessary to perform Glass Replacement at the United States Air Force Academy (USAFA), Colorado. This requirement will be awarded as a firm fixed price construction IDIQ contract. This work is required in support of the 10th Civil Engineering Squadron (10 CES) Base Civil Engineering activities and other authorized ordering entities. During the contract period, the 10 CES and other authorized ordering entities will identify Glass Replacement projects and 10 CONS will issue individual task orders for each project.� Work is to be completed in accordance with the contract Statement of Work. Any amendments issued to this solicitation will ONLY be available on SAM.gov. Offerors are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information will be available free of charge on the www.sam.gov website.� NO OFFEROR'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $500,000.00 and $1,000,000.00. The total contract value will not exceed $999,999.00.� All questions must be submitted in writing.� No telephone calls will be returned. The solicitation will be issued on/about 21 February 2022.� � A pre-proposal site visit is tentatively scheduled for 24 February 2022 at 08:00 AM MST, attendance is not mandatory, but is strongly encouraged. Please note, the time and place of the site visit may change due to mission requirements and interested contractors will be notified via the SAM.gov website. Anyone who plans to attend the site visit, but fails to contact the Contract Specialist may not be permitted to attend the site visit, due to limited space. The number of personnel for the site visit is limited to no more than four individuals per contractor. Contractors must submit a list of those attending with the individual�s name, phone number, email address, and the company they are representing to the Contract Specialist so they may access the United States Air Force Academy. Please further note, contractors are expected to comply with Force Health Protection Guidance (FHPG), Supplement 23, Revision 3 and as modified https://www.defense.gov/Spotlights/Coronavirus-DOD-Response/. Although not a FAR clause, the Contractor is required to comply with any installation access requirements implemented by USAFA based on the FHPG These FHPG procedures are not to be confused with the current court order to not enforce requirements under DoD Class Deviation 2021?O0009, Revision 1, clause 252.223-7999, Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Deviation 2021-O0009). A modification will be made to the solicitation if this clause becomes enforceable. Prospective offerors must submit all questions in writing. Questions are tentatively due not later than 18 February 2022, at 12:00 PM MST via Request for Information (RFI) emailed to Mr. Joshua Acevedo.� This project requires the successful contractor to secure bonding for task orders over $35,000.00.� Pursuant to Air Force Federal Acquisition Regulation Supplement (AFFARS) paragraph 5301.9102(a) Mr. James Anderson has been appointed as the USAF Academy Ombudsmen.
