Description
NASA Goddard Space Flight Center (GSFC) has a requirement for Computer Numerical Control (CNC) Milling Centers.� �� NASA/GSFC intends to issue a sole source contract to acquire this effort from Phillips Corporation, Inc., Federal Division under the authority of 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.�� Phillips Federal Division shall provide for two (2) Computer Numerical Control (CNC) Milling Centers with one 4th axis rotary table, one 4-5th axis tilting rotary table and perform the necessary work to install the milling centers and provide associated training options including training on the 5th axis trunnion and integration. Phillips shall provide Milling Center (A) which includes full 4-5 axis machining capabilities and 60mm Tilting Rotary Table (Table Axis: A-tilting: +120- -120 deg, Resolution: .001, Accuracy: +- 25 arc-sec, Repeatability: 10 arc-sec, B- Rotation: Max 999.999 deg, Resolution: .001, Accuracy: +- 15 arc-sec). Also, includes a tooling package for 4/5 Axis rotary table and machine table (size: 36�x 18�) with travel limits of 30�x 20�x 20�. The spindle specification is required at 30HP direct inline drive with a 10000 RPM limit. The travel speeds of 1000 ipm of rapid and a machining feed capability of 650 ipm, with the milling machine accuracy of .0002 and a repeatability of .0001. The Milling Center (A) options include 20 station tool changer, part and tool wireless probing system, full function remote jog handle, high speed machining, programable flood coolant with variable flow pump, programable air gun (dry machining) with minimum quantity lubrication mister, chip auger, chip filter tray, and 55-gallon coolant tank with oil skimmer. Phillips shall provide Milling Center (B) which includes full 4 axis machining capabilities and 160mm Rotary Table with .0005 runout, Accuracy of +- 15 arc-sec, repeatability of 10 arc-sec and a max rotation of 999.999 degrees. Machine Table of 34�x 15� with travel limits of 28�x 16�x 15.5�. The spindle specification is required at 30 HP direct inline drive with a 10000 RPM limit. The travel speeds of 2400 ipm of rapid and a machining feed capability of 1200 ipm, with the milling machine accuracy of .0002 and a repeatability of .0001. The Milling Center (B) options include 18+1 tool changer, part and tool wireless probing system, full function remote jog handle, high speed machining, programable flood coolant with variable flow pump, programable air gun (dry machining) with minimum quantity lubrication mister, chip auger, chip filter tray, and 55-gallon coolant tank with oil skimmer. Phillips shall provide for the installation of the milling centers along with training on the 5th axis trunnion and integration as well as a $10K Tooling Holder Certificate to secure tool holders for the machines. The rationale supporting the use of 10 U.S.C. 2304(c)(1) is justified because Phillips Federal is the only organization qualified to perform the subject requirements based on the following: Phillips Federal Division is the only source of the required Computer Numerical Control (CNC) Milling Centers. Phillips has previously provided machining equipment made for other NASA/GSFC divisions due to the nature of the research and development performed in this facility, it is imperative that these capabilities have the repeatability and accuracy to achieve the highly complex designs and tolerances needed to sustain the research and development. Our facility has multiple access challenges, and these products are compact in design but still maintain the capability and versatility within our access constraints to the facility.� Purchasing milling centers from Phillips will allow for seamless cohesion between GSFC�s machine shops, continuity of operations and an avoidance in the loss of productivity.� Further, the required performance has already been demonstrated on fully delivered systems.� Operation and maintenance of the machines is normally done across NASA/GSFC shops with the tooling and accessories being shared; all of the maintenance materials are purchased in bulk allowing for additional savings to the government. Purchasing from Phillips will also allow for the sharing of knowledge and expertise of the equipment across NASA/GSFC machining shops will also save the time that integrating a new machine would take. The milling centers, including its required installation and service support, can only be purchased directly from Phillips Federal Division and is not available from other vendors. The estimated period of performance for this firm fixed price (FFP) contract will be for eight (8) to twelve (12) weeks from date of award. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Shanita Boykin at Shanita.L.Boykin@nasa.gov not later than 4:30 p.m. local time on February 21, 2022.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
