Description
This is the synopsis of a proposed contract action under the authority of FAR 5.201. THIS IS NOT A REQUEST FOR PROPOSAL No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 315990 with a small business size standard of 500. The proposed contract action will modify the existing firm fixed price 5 year IDIQ to increase the ordering ceiling of the EOD Bomb Suit IDIQ contract FA8051-18-D-0001 by $5M, from $26.5M to $31.5M.� Orders may be placed against this contract until 13 March 2023 at which time the Government plans to re-compete the requirement. It is an efficient use of resources for the Government to expand capacity on the current open contract, because the ordering period aligns with the lifecycle of the current suits (see below). The existing contract requires the vendor be capable of providing all applicable certifications and the following items: Provide a bomb suit ensemble (helmet, suit, and accessories) that meets the following minimum criteria, the requirements as outlined in NIJ Standard 0117.01 Public Safety Bomb Suit, dated April 2016 and verified by 3rd party testing.� Fragmentation protection that meets standards of protection defined in NIJ Standard 0117.01. �Outer shell that is flame resistant, including in high wear areas of the suit. Flame resistant properties shall be in accordance with ASTM Standard D6413-99, 1999, �Standard Test Method for Flame Resistance of Textiles (Vertical Test),� ASTM International, West Conshohocken, PA, 1999, DOI: 10.1520/D6413-99, www.astm.org. Suit and helmet available in military green and tan colors Helmet (with or without additional components) compatible with the standard M50 military filtered air mask and supplied-air respirators. Helmet visor must resist fogging in operational environments defined in NIJ Standard 0117.01. Helmet must be equipped to cycle air from outside of the helmet Integrated cooling system that does not further limit the mobility of the user or decrease the protective properties of the overall ensemble Ensemble donning (including add-on components) within 5 minutes defined in NIJ Standard 0117.01. Emergency ensemble doffing (including add-on components) within 1 minute defined in NIJ Standard 0117.01. �Integrated adjustable lights on helmet in white, red, and blue 3[SBCUA7E2]� Push-To-Talk and voice emitter functions compatible with current dismounted tactical radio systems including integrated hearing that protects from exposure to elevated sounds �Use standard batteries in the suit and/or helmet such as AA, C, or BB-2590 and provide at least 2 hours of operational time ??????? Available suit sizing for the height range of (5'2"" to 6'5""). Provisions for the attachment of load carrying pouches to thighs, chest, and arms Weigh less than legacy Air Force EOD bomb suits (70lbs) Provide remote control and monitoring of power, air circulation, volume, and lighting and well as monitoring of battery levels with icons and text for user readability Helmet will have one overall size with adjustable liner for different head sizes and a retention system that secures the helmet when the head is moved in any direction defined in NIJ Standard 0117.01. All of the above referenced AF approved bomb suits, helmet, and ensemble/accessories must be Berry Amendment Compliant, reference 10 United States Code (U.S.C) 2533a. Vendor must provide printed and digital manuals with operational and care/maintenance instructions. All suits will be shipped to the EOD Equipment Maintenance Facility at Hill AFB, UT for inspection and further distribution. Must come with a minimum seven-year shelf-life with detailed rationale as to how the shelf life is determined and criteria for the extension of the initial seven year shelf life. �Vendor must be able to provide ensemble maintenance/repair guidance within one week of notification of any malfunction. The contract holder is: Med-Eng, LLC 103 Tulloch Dr. Ogdensburg, NY 13669 The Government has determined that Med-Eng LLC is the only Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. At the time of award Med Eng was the only bomb suit manufacturer whose suits met the NIJ requirements and were Berry Amendment compliant. A solicitation was posted to the Government Entry Point, full and open competition and only one offer was received. The Meg Eng suits have 7 year lifecycle.� The Government will need to begin replacement of suits purchased in 2018, starting in 2024. At that time the Government plans to re-compete the requirement and any new manufacturers that have entered the market with suits that meet the required specifications will be able to compete. Award to another manufacturer prior to the end of the lifecycle of the current suits would be a substantial duplication of training and maintenance costs not expected to be recovered through competition. This is a notice of proposed contract action and NOT a request for competitive quotations; however, all responsible sources may submit a capability statement which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 01 July 2022.
