- *** Amendment 0001 02/04/2022 - The estimated period of performance has been updated from 422 calendar days to 450 calendar days after receipt of the Notice to Proceed (NTP).***� This announcement constitutes a Source Sought Synopsis. This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation.� The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective bidders for a potential fiscal year (FY) 2022 award of the aforementioned project.� The purpose of this synopsis is to gauge of interest, capabilities and qualifications of various members of the Construction Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors.� The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville District anticipates the issuance of an Invitation for Bid (IFB). No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested. The Jacksonville District of the US Army Corps of Engineers is seeking interested bidders for a project that consists of preparation of the La Chuleta site to a 36 acre clean soil disposal site. The La Chuleta site is a triangular 67 acre tract of land bordered by the Rio Puerto Nuevo, Martin Pena Canal and the Diego Freeway (PR22) located in San Juan, Puerto Rico 0.5 mile upstream from the San Juan Harbor. The site is approximately 5 miles west from the Luis Mu�oz International Airport located in the eastern part of San Juan, Puerto Rico. The site is reduced in useable size to 36 acres by environmentally protected mangrove swamps which exist along the waterfront areas on its western and northern boundaries. Additional reductions in usable acreage occurs due to 115kV electrical transmission lines and easements which divide the property. The site was formerly a municipal landfill which was closed in 1952. This project will prepare the La Chuleta site for acceptance of excavated material from Rio Puerto Nuevo Flood Damage Reduction Project sites. The work will include clearing and grading the site, construction of berms and retention ponds to contain and treat site runoff, adding a freeway exit/entrance along PR-22 with guardrails and signage, constructing a barge offloading area including a pile supported concrete crane pad adjacent to the Rio Puerto Nuevo and site access roads. The work shall also include constructing a security fence with gates, street lamps and a guardhouse at the site entry.��� The Estimated Magnitude of construction is between $5,000,000 and $10,000,000. The project will have an estimated period of performance of 450 calendar days after receipt of the Notice to Proceed (NTP).� The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $39.5 million. Anticipated solicitation issuance date is on or about 23 March 2022. The official Synopsis citing the solicitation number will be issued on the SAM.gov Contracting Opportunities Website: https://sam.gov. � Responses to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Company/Contractor name, address, point of contact, phone number and e-mail address. 2. Company�s interest in bidding on the subject requirement when issued. 3. Company�s capability to perform work of this magnitude and complexity. The capabilities statement should provide a (1) brief description of the project, (2) customer name, (3) customer satisfaction, (4) timeliness of performance and (5) dollar value of the completed project as well as include at least 3 examples citing the following: a. Company�s capability to execute comparable work performed within the past 5 years.� - Capable of site clearing and grading including control of site drainage during construction for 30 acre or larger sites. - Capable of performing lane additions to interstate highways including traffic control, site compaction, grading, paving, and guardrail and barrier construction that meets Federal Highway and Puerto Rico Highway and Transportation Authority criteria. - Experienced in construction of storm water retention ponds including intakes and overflow outlets. - Experienced and capable of accurately driving steel H-piles with 70-ton capacity to a depth of 50 feet. - Experienced in control and remediation of site runoff into adjacent sensitive environmental waterways and wetlands during construction. 4.
