- Sources Sought Notice for USACE Support for the East Tennessee Technology Park National Historic Preservation Project for Construction of Viewing Platform/General-Purpose Building, Roads and Grounds Improvements, and Delineation of Former K-25 Building Footprint at the U.S. Department of Energy Oak Ridge Office of Environmental Management (DOE-OREM) NAICS CODE: 236220- Commercial and Institutional Building Construction Description: The U.S. Army Corps of Engineers (USACE), Nashville District (LRN), is conducting market research to seek information from potential contractors on for the East Tennessee Technology Park National Historic Preservation Project for Construction of Viewing Platform/General-Purpose Building, Roads and Grounds Improvements, and Delineation of Former K-25 Building Footprint located at the U.S. Department of Energy Oak Ridge Office of Environmental Management (DOE-OREM) in Oak Ridge, Tennessee. THIS IS NOT A SOLICITATION AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. This is a Request for Information (RFI) and is for planning purposes only as defined by FAR 15.201. This is not a solicitation announcement, nor is it an Invitation for Bid (IFB), Request for Proposal (RFP), or Request for Quote (RFQ). No solicitation is currently published. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Do not submit cost proposals or cost information. Response to this notice is strictly voluntary and will not affect any firm's ability to submit a proposal if and when a solicitation is issued. The information gathered will be used by the Government to make appropriate acquisition decisions. Replies to responses, comments, or suggestions will not be provided. The scope of USACE actions for this project consists of award and construction activities for completion of an OREM design of single-story pre-engineered metal building with an elevated attachment on one end that provides an elevated view of the former K-25 Building footprint. The single-story structure will be an empty general-purpose facility capable of adding potential augmentations in the future. Visitors entering the building through the general-purpose facility will access the viewing platform via stairs or an elevator. The building will be air conditioned and heated. The project area is located at the U.S. Department of Energy Oak Ridge Office of Environmental Management (DOE-OREM) in Oak Ridge, Tennessee.� This structure will be located in close proximity to the existing K-25 History Center. Walk-ways will be constructed to connect the K-25 History Center to the new facility. Suitable landscaping to complement the facility will be installed. An existing perimeter road around the K-25 Building footprint will be improved to provide vehicle, bicycle, and pedestrian access around the K-25 Building footprint. Visual indicators such as flag poles will be installed at each corner of the former K-25 Building footprint to illustrate the original dimensions and height of the structure. Twelve wayside exhibits will be placed at various points around the former K-25 Building footprint and near the viewing platform. Any DOE contractor that will be accessing the work limits of the USACE-managed construction site for activities such as safety, groundskeeping, utilities, security, permit inspections, etc., will be identified by DOE and provided to USACE. This information will be used as notice to bidders for coordination of work by others within the work limits during the period of performance. All persons entering USACE contractor work area will be required to check in (sign in) to the USACE contractors on site office upon entering the site. All construction administered by USACE will follow the USACE safety Manual EM 385-1-1. Any site-specific safety and health requirements enforced by OREM in addition to this manual will be provided as a separate document as part of this Interagency Agreement. If both safety and health documents have guidance in the same area of concern, the more stringent requirement will apply by letter of direction to USACE from OREM at the time of discovery. The Period of Performance is estimated Not to Exceed 37 months to include 18-month contract closeout activities. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is NAICS CODE: 236220 - Commercial and Institutional Building Construction. Small Business size is $39.5M. All attachments must be in either Microsoft Word or Adobe pdf format. ***ATTENTION*** NEW SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION PROCESS: IMPORTANT NOTICE: Effective June 29, 2018 vendors creating or updating their registration can have their registration activated prior to the approval of the required notarized letter. However, the signed copy of the notarized letter must be sent to the GSA Federal Service Desk (FSD) within 30 days of activation or the vendor risks no longer being active in SAM. Vendors can check whether an account is active by performing a query by their CAGE or Unique Entity Identifier (known as DUNS). The new registration process may now take several weeks, so vendors are highly encouraged to begin registering as soon as possible to avoid any possible delays in future contract awards. Remember, there is no cost to use SAM.
