- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for repairs to the north jetty located at the Hampton Harbor Federal Navigation Project (FNP) in Hampton, NH. This announcement is to determine the interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned, Woman-Owned and Small Business concerns as described below. The NAICS code for this procurement is 237990 with a size standard of $30.0M. The project is planned to be issued around April 2022. The construction will occur between late summer 2022 and spring 2023 and is expected to take approximately four months to complete.� The estimated construction cost is between $1,000,000.00 and $5,000,000. The Hampton Harbor FNP includes the 1,000-foot-long sea arm stone north jetty at the harbor inlet that extends into the Atlantic Ocean and connects with the northern shore of the inlet adjacent to Hampton Beach State Park.� The proposed work consists of repairing the north jetty, which was initially damaged in a vessel allision in 2016, and future damaged during recent coastal storms, especially the consecutive Nor�easters that occurred in March 2018.� The north jetty is currently composed of an armor stone layer placed over core/underlayer stone with a crest height of 12.3 feet above Mean Lower Low Water (MLLW).� The existing armor stones weigh 3 to 4 tons in some locations and 6 to 10 tons in others and core/underlayer 12 to 18� in diameter.� The work includes dismantling, removing, stockpiling, reworking and reinstalling existing armor stone and underlayer stone, as well as acquiring and installing new 6 to10 ton armor stone and underlayer stone with a median weight (W50) of 1600 lbs., along the approximately 465 linear foot jetty repair area.� The armor stone thickness will be increased from one to a minimum of two armor stones thick at all locations within the repair area for an armor stone depth of approximately 9 feet. Existing 6 to10 ton armor stone in the repair area in good condition will be reused. Repairs will require substantial moving and rehandling of existing stones to obtain the required interlocking placement and construction tolerances.� A total of 8,300 Tons of new 6 to 10 ton armor stone will be placed for the project and about 4,000 Tons will be reset and/or reused. In addition, seaward improvements would include a redesigned jetty toe, utilizing 3 to 4 ton armor stone removed from the existing jetty.�� The crest width will be increased to 10 feet in some areas of the repair. Specifically, the crest width will be increased from 5 to 10 feet along a 150 foot linear stretch, and will be increased from 8 to 10 feet in width along a 315 foot linear stretch.� Any stone removed and not reincorporated into the structure, to include a combination of existing core/underlayer stone and armor stone, will be placed along the jetty toe on the channel-side of the jetty.� The work in these areas will require significant coordination around the tide cycles. The tide range between Mean High Water (MHHW) and mean low water (MLW) is about 9.1 feet. Given the nature and characteristics of the north jetty, it is anticipated that all construction activities will be performed from both marine based plant and by land. Marine based work may begin 1 August 2022 while land-based work will be restricted to a 15 September 2022 � 15 March 2023 construction window. �Environmental coordination and permitting is being completed by the U.S. Army of Engineers, New England District.� A staging area and beach access route will be established in the southern end of the Hampton Beach State Park for repair work from the land. The contractor will be required to place compaction mats along the beach access route to the base of the jetty to prevent compaction of existing beach sand. Work from the water will take place using a barge mounted crane or excavator, with stone being delivered from the mainland or by barge.� Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.), type of equipment the firm is proposing to use on the project, as well as demonstrating qualification and experience with at least two (2) projects performed by the firm in the last six (6) years (including Points of Contact for those projects) involving construction/repair of similar massive stone structures, such as seawalls, rubble mound breakwaters, and jetties, from marine plant, and working with the tides for land-based work. Responses should include experience of Foreman and Crane Operators working on massive stone structures from marine plant. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications meeting the same qualifications listed above, which will be used to support the offeror's effort.� Firms may use subcontractor experience to demonstrate experience with the requirements, but the role and work performed by each team member (prime and subcontractors) on projects demonstrating that team member's experience shall be the same as the role for that team member for this project.� Proof of bonding is required to be submitted.��� Responses are limited to twenty pages and due electronically, by March 4, 2022, to Guesley.Leger@usace.army.mil.� The Government will not pay for any material provided in response to this market survey nor return the data provided.� This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation.� The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
