Description
NASA Glenn Research Center (GRC) is hereby soliciting information about potential sources for the Special�Service Requests for Structural Ironworkers, Boilermaker, and Pipefitter Trade Services Trade Services acquisition.�� The National Aeronautics and Space Administration (NASA) Glenn Research Center is seeking capability�statements from all interested parties, including�all socioeconomic categories of Small Businesses and�Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI),�and members of the underserved communities as defined by Executive�Order�13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government,�for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for�Structural Ironworkers, Boilermaker, and Pipefitter Trade Services Trade Services. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB),�Service-Disabled�Veteran (SD-VOSB),�Economically Disadvantaged Women-owned Small Business (EDWOSB)�or HUBZone business set-aside based on responses�received.� This requirement is a follow-on to the Special Service Requests for Electrical Trade Services contract, 80GRC019F0217 with R. J. Company Inc. The types of services include�but aren't limited to all requested rigging and specific precision alignments of research facility support equipment�and their associated components. The North American Industry Classification System (NAICS) code for this procurement is 238990- All Other�Specialty Trade Contractors with a size standard of $15 million dollars. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released,�it will be synopsized on SAM.gov.��Interested firms�are�responsible�for monitoring�this�website for the release of any solicitation or synopsis.� Interested firms having the required capabilities necessary to meet the above requirement describes herein should submit a capability statement of no more than 10 pages indicating the ability to perform all aspects of the effort. These pages shall consist of the following: 1. GENERAL INFORMATION: A cover page which briefly describes your company and the types of services performed. This cover page must also include: the names, e-mail addresses, and phone numbers for any points of contacts (POCs), the company's address, CAGE Code/DUNS number, and the type of business demographic that applies (i.e. small business, large business, women-owned). 2. PAST PERFORMANCE: The Offeror shall also provide contract information on similar contracts over the past three (3) years. This information shall include: the name of customer/agency, types of services provided, type of contract, and total contract value. Whether the contract was a prime or subcontract. If subcontract, please provide details regarding prime contract and your company's role in supporting the prime contractor. 3. CAPABILITIES: Information describing your company's capabilities to meet the commercial requirements in the attached draft Statement of Work (SOW). 4.� Questions of a general nature may be directed to the Contracting Officer, Kimberly Hill, at the e-mail address stated below. This synopsis is for information and planning purposes�only�and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.� Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. RFP Starts HERE: Combined Synopsis/Solicitation This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) under solicitation number 80GRC022FA002R for solicitation Structural Ironmaker, Boilermaker and Pipefitter Trade Services Trade Services is to provide requires a contractor to perform Special Service Requests (SSR) initiated by various test cell engineers, researchers and facility managers for the installation, modification, and replacement of high voltage (601AC volts up to 5000AC volts) and low voltage (600AC volts and under) systems for research equipment and components including the electronics, instrumentation, fiber power distribution, lighting, and control systems located in test cells and facilities throughout the NASA Glenn Research Center (GRC) facilities. The provisions and clauses in the RFP are those in effect through FAC 2022-04. This acquisition is a total small business set-aside. The NAICS Code and Size Standard are 238990 - All Other Specialty Trade Contractors , with a size standard of $15 million dollars. �The offeror shall state in their offer their size status for this acquisition. All responsible sources may submit an offer which shall be considered by the agency. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL:https://www.gsa.gov/forms-library/solicitationcontractorder-commercial-items The following clauses and provisions are incorporated; full text of the clauses and provisions may be accessed electronically at: FAR - https://www.acquisition.gov/browse/index/far NFS - https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial Items (NOV 2021), which is incorporated by reference. See RFP for Addenda to FAR 52.212-1. FAR 52.212-2, Evaluation -- Commercial Items (OCT 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are in descending order of importance and shall be used to evaluate offers: The Government�considers past performance, technical capability, and price all of equal importance in�determining award. All offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, Alt I (OCT 2014), or complete electronic annual representations and certifications at SAM.gov with its offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, Alt I (JAN 2017), is applicable. �See RFP for Addenda to FAR 52.212-4. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, (APR 2021) is applicable and the following identified clauses are incorporated by reference: (See RFP). Responses to this combined synopsis/solicitation must be received via electronic submission, no later than February 24, 2022, 12 Noon EST.
