Description
The United State Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) Asian Longhorned Beetle (ALB) program is contracting for the grinding or incineration of ALB host and/or co?mingled non host materials from trees, shrubs, limbs, branches, exposed surface roots and stumps (not all inclusive) infested or exposed to infestation by the Asian Longhorned Beetle in Clermont County Ohio. Service is in support of the USDA/Ohio Department of Agriculture (ODA) program for the eradication of ALB in in Clermont County Ohio. The material for grinding will be from the current area of work which includes properties in Clermont County but the work area may expand into other counties throughout Ohio if other infestation pockets are identified. (See Attachment 2, Map of Quarantine Area.) As USDA/ODA continues surveys, additional infested trees are expected to be detected. The USDA is working under the authority of the Plant Protection Act of June 20, 2000, as amended, Section 412 (a), 7 U.S.C.7712 (a) and the Ohio Revised Code (ORC) Sections 901.051 and 927.70. The contractor shall secure a Government approved location within the quarantine area and provide all personnel, labor, supervision, supplies, equipment, machinery, security, and materials required to properly operate and actively manage a marshaling yard/location for the temporary storage of woody host and non?host comingled debris generated within the quarantine area(s), by homeowners, general landscape and other local contractors, or State, Local, and Federal authorities. The location shall be inspected and approved by the Contracting Officer�s Representative no later than April 15, 2022 and prior to commencement of Marshaling Yard operations on May 1, 2022.
