REQUEST FOR INFORMATION - EOSS TO SUPPORT THE MK34 AND MK48 GUN WEAPON SYSTEMS FSG 1240 � NAICS 333314 Description N0016422SNB26 - SPECIAL NOTICE - REQUEST FOR INFORMATION (RFI) � Naval Surface Warfare Center Crane Division (NSWC-CD) located at the Naval Support Activity, Crane, Indiana Request for Information market capabilities insupport of Electro-Optic/ Infrared (EO/IR) Sight System (EOSS) for the MK34 and MK48 Gun Weapon Systems (GWS) in support of NAVSEA and IWS 3C. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals.� Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� If a solicitation is released, it will be synopsized on SAM.gov.� It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Background The Government anticipates a full and open competition for the procurement of EOSS to support the MK34 and MK48 GWS to replace the current fielded system. This new EOSS will be used in much the same way as the MK46 MOD 0, MK46 MOD 1, MK20 MOD 0 and MK20 MOD 1 EOSS. Planned Production: The first production unit should be available for fielding to the fleet by September 30, 2024. Delivery Period: Delivery period of the EOSS is planned for at least September 30, 2024 to September 30, 2029. White papers should be in in Microsoft Word for Office 2016 compatible format. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.� To aid the Government, please segregate proprietary information and indicate any� section in the white paper your response does not address. Due date Responses are due no later than March 14, 2022 2400 EST. Submission Responses shall be submitted via e-mail only to M.J. White Paper Section 1 Contractor Information Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: Point of Contact name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail. Recommended contracting Type i.e. FFP/CPFF. Provide Contractor Cage Code. White Paper Section 2 Performance Specification review Section 2 of the white paper shall address the following points concerning the provided Performance Specification titled (U) DRAFT PERFORMANCE SPECIFICATION FOR EOSS TO SUPPORT MK34 MK48 GWS 01072022.pdf. Which thresholds are out of reach, and why? Which objectives are attainable?� Of the attainable objectives, do any drive price?� If so, please name them and describe the impact to the price of achieving the objective.Which thresholds, if turned into objectives, would significantly reduce cost? Which items, if eliminated, would significantly increase your ability to meet fielding date? Provide information on the following subjects which have been redacted from the unclassified version of the performance specification: Performance of the imaging systems in the presence of military flares. Counter-Counter Measures. System pointing accuracy across the entire field of regard. Laser range finder pulse rates and duty cycles. Possible damage of laser range finder from its own laser firing. Laser range finder range accuracy. Laser range finder pulse rate versus range reading updates. System confirmation of boresight alignment of imaging systems and laser range finder. Boresight alignment of imaging systems and laser range finder versus temperatures internal and external temperatures. Detection, recognition, and identification information of all imaging systems. Communication standard between the EO/IR system and its controller. Ability to change the communication standard between the EO/IR system and its controller. Ability to bypass operating constraints during periods of greater need (Battle Short Mode). Reporting rates of tracking information, motion imagery, and meta data. If not responding to this section, please state this in the white paper. White Paper Section 3 System Availability Section 3 of the white paper shall address the following points concerning system availability Can your company produce a system that meets all of the requirements of the provided performance specification by the fielding date? If yes, please provide a course plan of how this would be done. If no, please provide information on what your company could produce by the fielding date. For a fully compliant EOS, what is the estimated production lead time to manufacture systems? If not responding to this section, please state this in the white paper. White Paper Section 4 Evaluation Samples Section 4 of the white paper shall address the following points concerning product samples availability for evaluation under the anticipated RFP Can product samples for evaluation be provided to the Government by July 1, 2022? If no, when could product samples be provided? What functionality will the evaluation samples contain? If not responding to this section, please state this in the white paper. White Paper Section 5 Obsolescence Plan Section 5 of the white paper shall address the following points concerning your obsolenscence planning: Provide information on obsolescence planning including methodology, time periods, success stories, etc. If not responding to this section, please state this in the white paper. White Paper Section 6 General Questions Section 6 of the white paper shall address the following points concerning contracting: What type of warranties do you usually offer at no additional cost to the Government? What are your standard delivery terms, FOB destination, FOB origin? What type of standard packaging do you use? What types of technical data are provided as standard commercial practice? Do you employ a Model-Based Systems Engineering approach or other SE approach to ensure system performance is obtained. Which MBSE tools do you utilize? What sensor modeling tools do you utilize such as NV-IPM, etc..? What bench-level sensor characterization capabilities are inherent at your facility? Is your company willing / able to propose FFP for a 5-Year IDIQ contract? Is your company willing / able to propose FFP for a 10-Year IDIQ contract (5 Year base award with 5 1 Year options)? If not responding to this section, please state this in the white paper. Industry Discussions NSWC Crane representatives may or may not choose to meet with potential responders. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks.
