Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Teledyne Princeton Instruments; 3660 Quaker Bridge RD Trenton, New Jersey for the purchase of one (1) imaging silicon EMCCD camera and one (1) cryogenically cooled linear InGaAs to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) imaging silicon EMCCD camera and one (1) cryogenically cooled linear InGaAs to support the fabrication, measurement and characterization of nanophotonic devices with single quantum emitters in the Physical Measurement Laboratory. Both the silicon EMCCD and InGaAs cameras are intended to be coupled to a Princeton Instruments Trivista triple spectrometer already in existence, located in the Quantum Emitter Photonics laboratory. The instrument is a resource for experiments requiring spectroscopy measurements at wavelengths ranging from visible to telecom infrared wavelengths. This procurement will enable the research project to perform imaging and spectroscopic characterization with state-of-the-art experimental design, control and optical sensitivity. Both cameras are required to be readily and fully compatible with this existing system in software configuration and electronic and mechanical integration. Specifically, both camera must be readily and fully controllable by the proprietary VistaControl software provided by Princeton Instruments, which is currently used to control the Trivista spectrometer. Compatibility for seamless software, electronic and mechanical integration is necessary to achieve the functionality and high performance required to effectively and efficiently conduct NIST experiments. Princeton Instruments, the vendor of the hardware and software currently installed in the NIST laboratory states that only their cameras are fully compatible with their proprietary this hardware and software. Market research conducted by NIST confirms that Princeton Instruments is the only vendor that produces the camera that meets both NIST technical specifications as well as compatibility requirements with existing hardware and software present in the NIST laboratory. Teledyne Princeton Instruments is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 333314 � Optical Instrument and Lens Manufacturing, with a small business size standard of 500 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
