Description

The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with JASCO, Inc.28600 Mary's Court, Easton, MD� 21601 for the purchase of one (1) diffuse reflectance circular dichroism accessory (DRCD) -575 accessory for the NIST owned JASCO J-1500 to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) dichroism accessory (DRCD) -575 accessory for the NIST owned JASCO J-1500 to be used to for investigating whether detection of circular polarization could be used as a potential signature of homochirality for detection of life elsewhere in the universe. Measurement of circular dichroism from microorganisms in a diffuse reflectance configuration in the 170 nm to 900 nm spectral range is a lab-based proxy for determining if measurements of circular polarization could be used to sense the homochirality of the constituent molecular structure of distant microorganisms. NIST currently has a JASCO J-1500 circular dichroism spectrophotometer and would like to employ that instrument in a diffuse reflectance geometry to test this hypothesis and to assess the degree of circular polarization that might be observed from a distant planet containing similar organisms.� While other diffuse reflectance accessories for other circular dichroism spectrophotometers were identified, none of them were designed to work with the proprietary nature of the existing JASCO J-1500 equipment. The accessory must be compatible with a currently existing JASCO J-1500 circular dichroism spectrophotometer. Purchase of another manufacturer's accessory would require a retrofit and would not be compatible with the current instrument, and purchase of a complete new system would be cost-prohibitive. JASCO Inc. is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
