Amendment 1 to the CSS is to attach a copy of the Questions and Answers. No other changes are made at this time. --- - - - - - - COMBINED SYNOPSIS/SOLICITATION� JANITORIAL AND REMEDIATION SERVICES AT PANAMA CITY LABORATORY� �(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) The solicitation number for this procurement is� 1333MF22QNFFN0007 and is hereby issued as a request for quotation (RFQ). (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-03(JAN 2022) (Deviation 2020-11) (AUG 2020). (IV) This solicitation is being issued as a 100 % total small business set aside. The associated NAICS code is 561720.� The small business size standard is $19.5M. (V) This combined solicitation/synopsis is for the purchase of the following commercial services(s): See the attached SF18 for the CLIN structure of the Base and 4 option year request of Janitorial and Remediation Services at the Southeast Fisheries Science Center (SEFSC) Panama City Laboratory. (VI) Description of requirements is as follows:� Non-Personal Services.� See attached Statement of work which applies to the Base and all options and Department of Labor Wage Rates: WD 2015-4559, Revision No.18, dated 12/27/2021, which can be found on:� https://wdolhome.sam.gov/ (VII)�Date(s) and place(s) of delivery and acceptance:� The base period is expected to begin on April 1, 2022, or no more than 10 business days from the date of award for 12 months, with four (4) option periods.� Place of delivery and acceptance is NMFS/ Panama City Laboratory, 3500 Delwood Beach Drive, Panama City, Florida, 32408� (VIII)� FAR 52.212-1, Instructions to Offerors�Commercial Products and Commercial Services (Nov 2021), applies to this acquisition. See addendum ADDENDUM TO FAR 52.212-1 Instructions to Offerors�Commercial Products and Commercial Services (Nov 2021) ADDITIONAL QUOTE PREPARATION INSTRUCTIONS: NOTICE TO OFFERORS:� Instructions for submitting quotations under this request for quote must be followed.� Failure to provide all information to aid in the evaluation may result in the offeror being considered non-responsive.� Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. Submission of Quotes 1.Submit quotations to the office specified in this solicitation at or before the time specified in the solicitation.� Only Email quotes are acceptable and can be sent to Shawana.Randolph@noaa.gov 2. Contractor shall have an active registration in the System for Award Management (SAM) found at www.SAM.gov in order to provide a quote and be eligible for award. 3. Vendors response to this Request for Quote shall consist of the documents outlined in the Combined Synopsis Solicitation and outlined in the Contents of a Bid Package included in the SF18.� Site visits are encouraged but not required. Only one site visit is planned and if a Vendor wants to visit the site the following stated time and date is the only time to do so. We ask that you limit your company attendees. All vendors must sign in before site visit starts, show proof of a completed non-Federal Employee and Visitor Certification Form and wear the appropriate face mask. The Only Site Visit is Scheduled for: Friday, January 28, 2022 at 11:00 AM Central Time Location: NMFS/ Panama City Laboratory, 3500 Delwood Beach Drive, Panama City, Florida, 32408� All questions during the site visit should be submitted electronically to shawana.randolph@noaa.gov 3 business days prior to the Offer Due Date in Sam.gov. � In accordance with�Federal COVID-19 protocols, all on-site contractor employees will be required to complete the non-Federal Employee and Visitor Certification Form attached and carry a copy with them when reporting to any�Department of Commerce�(DOC) worksite. Additionally, those who do not certify they are fully vaccinated, or who decline to provide vaccination status, must obtain a negative COVID-19 test in order to access a DOC operating location or facility, per attached Senior Procurement Executive Message.�Contractors are required to�attest to their CO/COR or TPOC, in writing, that all on-site contractor employees are following this guidance. (IX)� FAR 52.212-2,� Evaluation�Commercial Products and Commercial Services (Nov 2021), applies to this acquisition.� Offers will be evaluated based on price and the factors set forth in paragraph (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers.�� Paragraph (a) is hereby completed as follows: Evaluation will be based on�� 1) Technical Approach 2) Key Personnel 3) Past Performance 4) Cost/Price The Government intends to award a best value trade-off, firm fixed-price purchase order on an all or none basis with payment terms of Net 30.�� (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
