- �� Advertisement ��������� GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: NC City: Charlotte Required Sq. Ft. (ABOA): 13,619� Space Type: Office Total Parking Spaces (Secured/Structured or Surface): 60 GOV/official vehicle parking spaces (See below for additional details) Full Term: 20 Years Firm Term: 15 Years Additional Requirements: Building/Space Layout: Space shall be located in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer.� If not a new building, the space offered shall be in a building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the space with modern conveniences. Space should allow for an efficient layout and office workflow. Space must provide maximum flexibility for systems furniture placement with few or no columns or other building or architectural obstructions. Space should have few curves or major offsets and must have large open areas to allow maximum design flexibility. Architectural features should not cause an inefficient use of space. ABOA SF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. Preference will be given to spaces located on the second (2nd) floor, or higher. In the event a second floor or above space is not available, GSA will accept first (1st) floor space under the following circumstances: GSA is the sole tenant in the offered building; all �on-site� required secured parking for official law enforcement vehicles is included; 20 foot setback from building to all sidewalks, access streets, parking lots, adjoining streets; a fence meeting the agencies specifications is included at lessor/owner expense; and, blast film is provided at owner expense if GSA determines blast film is required based on the agencies risk/vulnerability assessment of the property. GSA will also consider first (1st) floor space in a multi-tenant building. Neighboring tenants shall not cater to heavy public use or heavy foot/vehicle traffic. If proposed site is a multi-tenant building, an elevator/entrances controlled by a card reader system must be provided. There must be controlled access to agency spaces. Risk/vulnerability assessment of the property will be on a case-by-case basis. The Government shall have the right to relocate exterior penetrations for security concerns. The Government shall have the right to mount roof antennas. The following entities must not be collocated with agency space: Federal, State, and local agencies whose primary clientele are involved in or have ties to criminal elements. Private firms whose primary clientele are involved in or have ties to criminal elements. Agencies providing probation and/or parole services. Agencies providing drug abuse counseling/rehabilitation programs. Agencies providing social services. Halfway houses and residential units. If building is a multi-tenant/multi story commercial building and has ground level/under building drive through such as Banks, Restaurants etc. where vehicles can easily access the drive through will not be acceptable to GSA due to the security risk/vulnerability. Contiguous space on a single floor or adjoining floors (including stacked space) is required. The building�s Minimum Point of Entry (MPOE) or Demarcation Point (DMARC) shall not be located within GSA�s secured space. If the MPOE/DMARC is located within the offered GSA space, GSA considers this the responsibility of the building owner to relocate this infrastructure to a different point in the building. Security Standard Level III and ALL security requirements and approvals are to be determined by GSA. GSA may require a secured method to get detainees into the building. This could be accomplished by way of Sallyports or the use of the loading dock with the ability to secure the freight elevator for the use of detainee transport. A fully serviced lease is required. Normal Hours of Operation: 7:30 AM � 5:30 PM M-F; offered space must be accessible 24/7. Space must meet the Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the lease. The building must be able to comply with the Architectural Barriers Act Accessibility Standards (ABAAS) and meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. Offered buildings and offered space will be evaluated by agency security team. Other: This requirement will house a federal law enforcement office where� ���� employees can or have the potential to carry weapons, weapons will be ���� stored on-site, and individuals may be temporarily detained and/or ���� questioned. Secured and fenced parking, with an automatic vehicular gate that allows for the maneuvering of large government vehicles is required for all government vehicles (GOV�s) in accordance with the agencies parking requirements. (Note: GSA reserves the right to review for approval all proposed parking options offered; to include the fence materials and gate mechanisms and specifications being proposed. Not all minimum requirements are reflected in this advertisement. Offered space must meet all Government requirements contained in the RLP/Lease to be issued, including, but not limited to, the Agency Specific Requirements and Facility Security Level III requirements by the occupancy date per the terms of the Lease. Expression of Interest Submission Instructions/Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration.� All submissions should include the following information: Name of Owner; Property authorization letter from the owner; Address or locational description of the building; Age of building; Total existing gross square feet; and gross square feet per floor; Site plan depicting the building and parking; Floor plan and gross square footage of the proposed space; Identification of on-site parking; A map demonstrating the building is within the delineated area; �A map depicting the location of public transportation stops within proximity to the property; �A map depicting the evidence of amenities within close proximity of the property; �Building owners must provide evidence of ownership.� Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to GSA for development; �Any information related to title issues, easements and restrictions on the use of the building; �A description of any planned land development or construction which will affect the building including neighboring projects and road/ utility line construction. Delineated Area: Submitted properties must be located within the following delineated area:� Beginning at the intersection of Pineville-Matthews Road and Providence Road, go west to Carmel Executive Park Drive. Go North Carmel Executive Park Drive. Continue west on Carmel Executive Park Drive to Carmel Road. Go south on Carmel Road to Pineville Matthews Road. Go west on Pineville Matthews Road to S.
