Description
The Air Force Metrology and Calibration program (AFMETCAL) at Heath OH intends to solicit and award a Sole Source Firm Fixed Price contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items for the purchase of an Inductive Voltage Divider (IVD) to Advanced Energy Industries (formerly Tegam, Inc.) Advanced Energy Industries are the only known manufacturer of an IVD. Also, due to proprietary information possessed by Advanced Energy, they would be the only manufacturer capable of upgrading the original IVD purchased by the AFPSL in 2015. Market research was done and no other manufacturers can provide an Inductive Voltage Divider that can meet the Air Force requirement. The current IVD has the capability to operate at 50 MHz and 1 GHz. The drawback with operating at two frequencies is the approximate calibration time for each frequency is 22+ hours which would equate to nearly two days of calibration time per test instrument and the AFPSL supports over 100 programmable step attenuators that could require this calibration. The primary objective of this effort is to add additional attenuation measurement capability to the AFPSL. This will be accomplished through the purchase of a second IVD System.� The legacy IVD station will be upgraded as well, after the acceptance of the new system. The Government envisions a Firm Fixed Price type contract.� The anticipated quantity is for 1 unit in FY22, with the option to upgrade the other IVD in FY23. The requirement is for an Inductive Voltage Divider in accordance with the Purchase Description, which is available for download at this site. The pre-solicitation number is FA2263-22-Q-0008 and shall be referenced on all correspondence submitted. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.� No solicitation package will be issued.�� A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.�� All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL.� Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required item within fifteen (15) days of this publication.� Interested parties should submit electronic submissions or questions to Michael Hickey by email at michael.hickey.2@us.af.mil .
