Description
This is a Sources Sought notice; issued for planning purposes only; and no award shall be made from this posting. The U.S. Army Corps of Engineers (USACE), St. Paul District is seeking vendors interested in providing surveying and mapping services within the St. Paul District through an Indefinite Delivery, Indefinite Quantity (IDIQ) contract.� The following is a brief description of the anticipated scope of work for such a contract: General.� The Contractor, operating as an independent Contractor and not an agent of the Government, shall provide all labor, material, and equipment necessary to perform the professional surveying and mapping work as may be required for quality assurance on various projects.� The Contractor shall furnish the required personnel, equipment, instruments, and transportation, as necessary to accomplish the required services and furnish to the Government reports and other data together with supporting material developed during the field data acquisition process.� For the duration of the work, the Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of the work. The specific work requirements will be described in each task order.� Unless otherwise indicated in the task orders, each required service shall include field-to-finish effort. Task orders will be issued by the Contracting Officer and carried out as directed by the Administrative Contracting Officer (ACO) or Contracting Officer�s Representative (COR). Location of Projects.� Quality assurance surveying and mapping services will be performed for projects within the geographic boundaries of the St. Paul District.� This includes all or portions of the states of Minnesota, Wisconsin, Iowa, North Dakota, and South Dakota. The location of each project will be designated in the individual task orders. Work to be Performed. Engineering Surveys:� Conduct Engineering surveys to support the Government�s QA effort for multiple projects throughout the district. Hydrographic Surveys: Conduct Hydrographic Surveys to support the Government�s QA efforts for projects near and within rivers and other bodies of water. UAS (Unmanned Aircraft Systems) Videos / Photographs / Surveys:� Provide UAS support for project site videos and photographs prior to construction and on a continuous schedule throughout construction. It is anticipated that this acquisition will result in the award of approximately two (2) IDIQ contracts.� Each contract will consist of five (5) year-long ordering periods for a total contract period of performance of five (5) years.� Each contract will consist of a guaranteed minimum amount (as yet to be determined) and a maximum ordering limit of $5,000,000. It is anticipated that this project will be solicited within the next two (2) months.� All dates are tentative and for planning purposes only.� The North American Industry Classification System (NAICS) code for this project would be 541370: Surveying and Mapping (except Geophysical) Services with a size standard of $16.5 Million. Information submitted will be used in determining an acquisition strategy. It is requested that your firm provide adequate detailed information for the Government to determine, without doubt, that your firm is capable of providing the required products/services. In order for your response to this sources sought to be considered in the planning process, we ask that you provide all of the following: A capability statement expressing your firm's interest in this requirement, describing your company and its capability to provide the products in a timely fashion. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. �Please include your firm�s bonding capacity. A statement of your firm's business size and type with regards to the NAICS code listed above. If your firm falls into one of the sub-category small businesses, e.g. HUBZone or Service-Disabled Veteran Owned, please provide that information as well. CAGE Code and DUNS number (for your firm and any potential subcontractors or partners). Submit this information to Mr. Scott Hendrix, Contract Specialist, via email to Scott.E.Hendrix@usace.army.mil. �In order to be considered, your response to this notice must be received on or before 10:00 AM (local time) on February 14, 2022. This sources-sought announcement is used to identify concerns with the capability to provide these items. This is not a solicitation and no specifications or plans are available at this time.
