Description
Request for Information (RFI) Employee Education System (EES) Game Based Learning Solution (GBLS) This is a request for information (RFI) only. Do not submit a proposal. It is requested that all contractors interested in participating in this effort please note their interest and provide indication of their respective capabilities. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Department of Veterans Affairs (VA) in developing its acquisition strategy and Statement of Work. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. BACKGROUND: The Veterans Health Administration (VHA) Employee Education System (EES) eLearning Division seeks to award the Game Based Learning Solution (GBLS) to bridge training gaps that have been identified and vetted through the EES Client Service Office and VHA Program Offices. The professional, licensed VHA healthcare providers provide complementary and alternative care for the nation s Veterans. The target learners for Game Based Learning (GBL) products are healthcare providers and associated health care specialists, Veterans, and support personnel responsible for care of the nation s Veterans. This training modality product provides for a quick and efficient training methodology to educate staff personnel on clinical and non-clinical policies or procedures outlined in the learning objectives as described in the individual Task Orders (TOs). While the primary focus of this effort is development and support of educational products for VHA employees, the effort may also include requirements for game-based products to train or treat Veterans or to conduct research using GBL training products. The game design development process provides an opportunity to construct a learning environment for practical experience in a range of health medical support specialties. The virtual game space is designed to satisfy specific performance outcomes using a dynamic learning methodology which provides a user feedback mechanism along with an evaluation method. The training requirement content and needs analysis defines the curriculum objectives, goals, and scope of the game. The EES Learning Consultants, VHA healthcare providers and associated health care specialists and support personnel responsible will identify and describe the significant course concepts, principles, and assessment requirements. Next, the eLearning Game Based Learning (GBL)Instructional Designer identifies and prioritizes terminal and enabling learning objectives. In addition, the eLearning Game Based Learning (GBL) Development Team leverages any existing curriculum to construct an immersive and repeatable game-based training environment available to all VHA professional health care practitioners via TMS, Train, the EES Portal and Virtual Medical Center Game Room. The EES eLearning Division is especially designed to take advantage of the latest technologies to improve learning opportunities and engagement of VHA employees and thus improve access and outcomes of VHA care. VHA provides an ever-growing body of curricula and best practices that improve health care for our nation's Veterans. The use of innovative technologies in a safe learning environment enhances diagnostic, procedural and communication skills to support quality care and the best possible outcomes. The VHA eLearning GBL Office provides challenging, immersive and engaging desktop and mobile simulations of real-world events or processes designed to enable experiential learning or problem solving anywhere, at any time. VHA eLearning Game Based Learning (GBL) will deliver exceptional and sought-after educational games for every aspect of a Veteran s support and education using multiple delivery platforms. The GBL Team will leverage the technology and use the most advanced delivery means while improving safety, care and service to our Veterans by providing engaging and effective game based educational opportunities that contribute to the proficiency, quality and performance of the Department of Veterans Affairs (VA s) healthcare and administrative workforce. In November 2018, VA issued the Cloud First Policy mandating that all new and existing IT solutions be assessed to determine suitability to be offered as an enterprise cloud computing service. The VA Enterprise Cloud (VAEC) was established by the EnterpriseCloud Solutions Office (ECSO) in 2017, to host cloud computing solutions. The GBLS products shall be implemented and hosted in the VA Enterprise Cloud. RFI SUBMISSION INSTRUCTIONS: This is a Request for Information only. Do not submit a proposal or quote. If your company is capable of providing the services, please submit a Vendor Capabilities Statement that includes a description of the capabilities/qualifications/skills your company possesses to perform this work, specifically to include identification of the proposed COTS product(s) and product overview. The following information must be provided along with your statement of capabilities: 1) General Information: Name of Company: Address: Point of Contact: Phone Number: Fax Number: Email address: Company Business Size and Status: NAICS code(s): DUNs#: CAGE Code#: 2) Please identify any GSA Schedules, Federal Supply Schedules, or Governmentwide Acquisition Contracts (GWAC) you currently hold under which the product(s) you are proposing are available. 3) Please provide supporting information that demonstrates how the proposed Enterprise-Wide Speech Recognition COTS solution meets the minimum requirements, as specified in the General Requirements section and provide a timeline on how you propose to implement this solution.  In addition, please provide information on the following: Is the solution proprietary? Is it open source? 4) Mark your response as Proprietary Information if the information included is considered to be business sensitive and/or includes trade secrets. 5) Small businesses should also include information as to: The intent and ability to meet set-aside requirements for performance of this effort, if set-aside, as set forth in Veterans Affairs Acquisition Regulation (VAAR) 852.219-10 (JUL 2016) (DEVIATION) and VAAR 852.219-11 (JUL 2016) (DEVIATION) VA Notice of Total SDVOSB Set-Aside and VA Notice of Total VOSB Set-Aside, respectively, and 13 CFR §125.6, the contractor will not pay more than 50% of the amount paid by the Government to it to firms that are not SDVOSBs or VOSBs as defined by VAAR 852.219-10 (JUL 2016) (DEVIATION) and VAAR 852.219-11 (JUL 2016) (DEVIATION). Please note that in accordance with 13 CFR §125.6 limitations on subcontracting requirements, demonstrate how you will not pay more than 50% of the amount paid by the Government to it to firms that are not similarly situated. Information as to available personnel and financial resources; full names of proposed team members and the PWS requirements planned to be subcontracted to them, which must include the prime planned percentage or the names of the potential team members that may be used to fulfill the set aside requirement. SUBMISSION: It is requested that interested contractors submit a response (electronic submission) of no more than 15 pages in length, single spaced, 12-point font minimum that addresses the above information.
