- **This is an updated Sources Sought that replaces the previous NAICS code to 238220 --�Plumbing, Heating, and Air-Conditioning Contractors.** 1. General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID, NOR A SYNOPSIS OF A PROPOSED ACTION UNDER FAR SUBPART 5.2. 2. Contract Information. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for the John Day HVAC Upgrades. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to make an acquisition strategy decision. Additional details regarding the project background and description of work can be found in Section 4 of this sources sought. The purpose of this Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry, to include: Large Business, Small Business, Small Disadvantaged Businesses to include 8(a) certified small business firms, Historically Underutilized Business Zone small business (HUBZone), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB). All are highly encouraged to respond. 3. Capability Statements Contractors should demonstrate through references, project lists, or reports that they have: Large-Scale Commercial Experience Experience with large Air-Cooled and Water-Cooled HVAC Equipment Experience with Cooling Systems having capacities 200-tons or more Experience with Project Phasing for Large Scale Commercial Projects Experience with both BACNet Based and Industrial Grade PLC Control Systems Experience with Field-Fabricated Air Handling Systems Note: The Government may consider the relevant past experience and past performance of key individuals and predecessor companies in evaluating the company�s past experience and past performance factors. Project Background. John Day Powerhouse is a Main Stem Columbia plant that is of strategic importance in the FCRPS due to its size and location. The powerhouse�s 2,480 megawatt generation capacity relies on DC power for control, protection, and black start capability. The John Day Powerhouse provides significant benefits including fish passage, power production, navigation, and recreation. Support for these comes from the people who work at John Day. Operators, administrative staff, engineers and tradesmen must all work inside the powerhouse. The extremes of temperature seen in the area require a well functioning HVAC system. The HVAC system not only keeps the equipment at the proper operating temperature, but it also keeps it free of dust, dirt and airborne debris that can accumulate and contaminate the systems. A robust and easy to maintain system is vital to the operation of the facility. Description of Work. In order to satisfy current heating, cooling, and ventilating requirements within the powerhouse as well as to replace aging equipment, the RTA design package will have to address the following at a minimum. a. Removal/replacement of the existing chiller/heater units b. Installation of a new redundant chiller/heater unit to provide backup capacity c. Removal/replacement of the existing air handling units located throughout the powerhouse (excludes the main field-fabricated AHU but does includes associated ductwork and piping) d. Upgrades for the existing field-fabricated AHU and RF-1 as needed to meet current ventilation, pressurization and control requirements (includes electrostatic filter replacement) e. Removal/replacement of the existing pneumatic HVAC controls throughout the powerhouse with new direct digital HVAC controls; installation to include a new front-end system in the powerhouse�s control room to allow overall, instantaneous HVAC system monitoring/control f. Installation of new HVAC equipment in the Generator Bays to improve comfort conditions during summer periods g. Modification/replacement of existing ventilation equipment throughout the powerhouse (e.g., supply fans, exhaust fans, etc.) as necessary to meet current ventilation/pressurization requirements h. Modification/replacement of existing hot/chilled water distribution piping and valves as necessary to satisfy the new HVAC equipment/systems i. Replacement/modification of the HVAC systems within the existing administrative office areas to ensure proper heating/cooling, ventilation, and energy efficiency j. Integrate new HVAC systems with the existing fire protection systems and controls k. Ensure all HVAC systems comply with all applicable life safety mandates l. Removal/replacement of existing asbestos/lead-based paint associated with equipment/systems that will be disturbed as part of this project m. General demolition requirements associated with equipment, piping, valving, controls, etc. n. General phasing requirements associated with the demolition/construction The anticipated period of performance for the repair work is late 2022 through mid 2024. The estimated magnitude of construction for this project is between $5,000,000 to $10,000,000. 5. A Firm�s response to this Sources Sought shall be limited to (5) pages and shall include the following information: a.� Firm�s name, address, point of contact, phone number, email address, CAGE and DUNS numbers, and the Construction Bonding Level per contract. b.� Firm�s small business category and Business Size: Large Business, Small Business, Small Disadvantaged, 8(a) certified small business, Historically Underutilized Business Zone small business (HUBZone), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-owned small business (EDWOSB), and Service-Disabled Veteran-owned small business (SDVOSB). c.� Provide relevant information on the Firm�s experience/capabilities as it pertains to the proposed work outlined in the Project Description section. d. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses, a solicitation may be published in the Government point of entry (beta.SAM.gov). All interested firms must be registered in the System for Award Management (SAM) and remain current for the duration of the contract to be eligible for award of a Government contract.
