Description
Network Contracting Office 6 intends to release a Solicitation for Construction Services for the Renovation of Building 27 at the VA Medical Center in Hampton, Virginia. The work to be performed under this Contract shall be for construction services for the renovation of Building 27 on the Hampton VAMC. The contractor shall be responsible for providing all tools, labor, materials, equipment, supervision, and expertise required to perform general construction, alterations, grading, drainage, necessary removal of existing structure and certain other items, as indicated in the documents. This includes removal and replacement of roofing materials, structural members, doors, frames, all associated mechanical, electrical, and plumbing, and removal of lead-based paint, mold remediation, asbestos abatement, miscellaneous electrical and mechanical and fire protection to allow this work to be accomplished. The Contractor shall manage and perform construction period services as further defined in the Contract to include, but not limited to, permitting, demolition, construction, construction management, submittals, fixtures and equipment, scheduling, inspection and testing, environmental protection, alterations of existing construction, necessary removal of existing structures and strengthening of existing structural construction, mechanical, electrical, plumbing, fire protection, hazardous material removal, utilities service that includes maintaining existing service within the building, recording of (As-Built) drawings, and project closeout. A Pre-Proposal Site Visit is tentatively projected for 7 Mar 2022 at 9:00 AM EST and Potential Offerors are required to RSVP by no later than NLT 12:00PM ET 28 Feb 2020 via email to toni.knight@va.gov. It is the responsibility of the Potential Offerors to confirm receipt of RSVP. It is the responsibility of the Potential Offerors to bring all necessary personnel, inclusive of subcontractors, tooling and materials necessary to the Pre-Proposal Site Visit. The Government will NOT be providing paper copies of any solicitation, solicitation attachments or annexes, specifications, or drawings. The Government will NOT be reimbursing any costs associated with attendance or proposal preparation. The North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million dollars. The approximate solicitation issue date will be 14 March 2022 with an approximate response date of 18 Apr 2022. IAW VAAR 836.204, the estimated magnitude of this project is between $1,000,000.00 and $2,000,000.00. The solicitation will be issued on a restricted basis and will be 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. However, should this pre-solicitation notice fail to provide adequate socio-economic interest to merit the continued reservation of the socioeconomic set-aside, the projected site visit may be cancelled, and the Government may revisit the continued utilization of the established set-aside. If a qualified SDVOSB is indeed interested in this requirement and does not intend to be in attendance of the site visit, ensure that the interest is communicated to the POC for this notice by the previously identified RSVP date above. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: https://www.vip.vetbiz.va.gov/, companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. Potential Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS number; recommend registering immediately in order to be eligible for timely award.
