Description
Introduction: The U.S. Army Corps of Engineers, Japan District (POJ) has two upcoming construction project located at Yokota Air Base.� The purpose of this notice is to identify sources capable of performing these projects and to receive responses from those firms to assist the Government's acquisition planning. �All upcoming projects are Design-Bid-Build (DBB) military construction projects.� This announcement represents a market survey that is intended for planning purposes only. �This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This notice is NOT a solicitation. Each project will be solicited separately under a unique solicitation number.� The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). The two upcoming projects: AFSOC Squadron Operations / MRSP Parts Warehouse / Group HQ Facilities, Yokota Air Base Airfield Damage Repair Equipment Storage Facility, Yokota AB We are committed to partnering with industry as much as we can throughout this process and therefore encourage all interested companies to respond to this sources sought.� Market research and industry feedback is an essential part of the acquisition process.� The information requested in this announcement will be used within POJ to facilitate decision-making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this announcement should consult 41 C.F.R. parts 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA). All information submitted by respondents that they consider confidential and not releasable to third parties outside of USACE, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked. SYSTEM FOR AWARD MANAGEMENT (SAM) All interested companies, including joint ventures, shall be registered in the SAM database in order to be eligible for award of Government contracts.� https://www.sam.gov .� PROCUREMENT INTEGRATED ENTERPRISE ENVIRONMENT (PIEE) SOLICITATION MODULE The US Army Corps of Engineers Japan District (POJ) will be transitioning to Procurement Integrated Enterprise Environment (PIEE) Solicitation Module for bid and proposal submission, to replace DOD SAFE.���POJ is projected to utilize the new system for new solicitations issued on/about February 2022.�� See SAM.Gov special notice W912HV-22-Z-0004.are cautioned to log into PIEE Solicitation Module with sufficient time to ensure the electronic bid package is completely uploaded and time-stamped in the system by the due date and time specified for receipt of proposals. PROJECT DESCRIPTIONS PROJECT #1 Project Title:� AFSOC Squadron Operations / MRSP Parts Warehouse / Group HQ Facilities Project Location:� Yokota Air Base Product Service Code (PSC):� Y1BZ � Construction of Other Airfield Structures NAICS Code:� 236220 � Commercial and Institutional Building Construction.� Anticipated Project Magnitude:� Between �2,500,000,000 and �10,000,000,000 (Japanese YEN) Anticipated Acquisition Method:� Invitation for Bid Anticipated Period of Performance: 930 Calendar Days Anticipated Schedule: The Government is evaluating whether to solicit in FY22 or FY23 Project Description:�� Design-Bid-Build.� Construct group and squadron operations facilities with concrete foundation and floor slab, steel frame, masonry walls and sloped metal roof. Functional areas include areas such as staff and administration, planning and briefing areas, mobility storage, life support/aircrew flight equipment storage and maintenance. Construct aircraft parts and Mobility readiness Spare Packages (MRSP) warehouse with associated external covered and uncovered storage elements. Concrete foundation and floor slab, steel frame, masonry and/or steel walls, sloped metal roof, structured for material handling equipment and racking systems and associated uncovered storage. All facilities include utilities, pavements, campus parking, site improvements, communications and all other necessary support. Project AFSOC103022 Airfield Apron provides primary and secondary roadways, utilities, site improvements, communications, and mitigation for possible dud munitions for site preparation. All work carried out is to comply with current base, Air Force, and Host Nation standards. Department of Defense (DoD) principles for high performance and sustainable building requirements will be included in the design and construction of the project in accordance with federal laws and Executive Orders. Low Impact Development features will be included in the design and construction of this project as appropriate. This project will provide Anti-Terrorism/Force Protection (AT/FP) features and comply with AT/FP regulations and physical security mitigation in accordance with DoD Minimum AT/FP features and comply with AT/FP regulations and physical security mitigation in accordance with DoD Minimum Anti-Terrorism Standards for Buildings. Appropriate cybersecurity measures will be applied to the facility-related control systems in accordance with current DoD criteria. PROJECT # 2 Project Title:� Airfield Damage Repair Warehouse, Yokota AB Project Location:� Yokota Air Base Product Service Code (PSC):� Y1BZ � Construction of Other Airfield Structures NAICS Code:� 236220 � Commercial and Institutional Building Construction.� Project Magnitude:� Between �2,500,000,000 and �10,000,000,000 (Japanese YEN) Anticipated Period of Performance: 661 Calendar Days.� Anticipated Acquisition Method:� Invitation for Bid Anticipated Schedule: The Government is evaluating whether to solicit in FY22 or FY23 Project Description:�� Design-Bid-Build.� Construct an Airfield Damage Repair material/equipment storage facility utilizing conventional design and construction methods to accommodate the Civil Engineer mission of airfield damage repair by storing all new airfield damage repair assets. The facility will include a structural steel frame with metal panel siding on a concrete base. The roofing is standing seam metal on metal deck with steel joists. The project will include supporting facilities such as utilities, pavements, and site improvements to provide a complete and useable facility. Facilities will be designed as permanent construction in accordance with the Department of Defense Unified Facilities Criteria1-200-01, General Building requirements.
