- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is NOT a Request for Proposal or Invitation for Bid; this is for Market Research purposes only, to assist the Puerto Rico Army National Guard to gain knowledge of potential Construction Contractors. This sources sought is unrestricted, all interested parties should respond. The Puerto Rico Army National Guard anticipates a solicitation and award of a contract non-personal construction services to construct an Aircraft Maintenance Hangar Facility at Camp Santiago Joint Training Center, Salinas, Puerto Rico. This Sources Sought notice is to determine if there are an adequate number of qualified, interested businesses capable of responding to this requirement. The scope of this project includes the construction of a new Aircraft Maintenance Hangar Facility at Camp Santiago Joint Training Center (CSJTC), Puerto Rico. The new aircraft maintenance hangar will consist of vertical construction composed of a 79,517 square feet maintenance hangar, a 1,722 square feet support building, unheated storage, Petroleum, Oil, Lubricants (POL) storage, operations office space, ground support equipment storage, drive train allied shop, air frame/structural shop, technical supply and contractor shop. Horizontal constructions for the project consist of grading, landscaping, paving, parking areas, utilities and fencing. Hangar and bay areas will support 11 military aircraft units (helicopters). Construction is to be LEED Silver certified and in accordance National Environmental Policy Act (NEPA). This is a combined Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Puerto Rico National Guard to facilitate the decision making process and will not be disclosed outside of the agency. The intent of the Sources Sought Synopsis is to identify potential qualified or eligible contractors. The Sources Sought Synopsis is one facet in the overall market research conducted by the Government in regards to whether the proposed solicitation will be issued as a competitive set-aside or full and open - unrestricted. No procurement strategy will be determined based solely on the information received in response to this Sources Sought Synopsis. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than Market Research. Respondents will not be notified of the results of this market research. The magnitude of this project is between $25,000,000 and $100,000,000. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is 39,500,000 average annual revenue for the previous five (5) years. In accordance with FAR 19.5,�Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. SUBMISSION REQUIREMENTS: All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 25 February 2022. This notification, which shall not exceed five (5) typewritten pages, must include: (1) positive statement of intent to submit a proposal as a prime contractor, (2) a completed and signed Source Sought Information Request Form (see attachment to this Sources Sought Notice), and (3) a listing of projects completed during the past five (5) years both for government and private industry, relevant to new building construction. The name/type of project, description, dollar value, contact number, location, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract.
